SUMMARY DESCRIPTION OF CLASSIFICATION: SUMMARY DESCRIPTION OF CLASSIFICATION: The Director of Shared Accountability reports to the Chief of Teaching, Learning, and Schools, and directs the Department of Shared Accountability. Collaborates with other offices to monitor, analyze and report data associated with all components of the district¿s accountability framework. Supervises and evaluates the office staff using the designated professional growth systems. The director manages the activities of the reporting department supervisors for the effective and efficient operation of areas of responsibility. Manages the timely product delivery and effective processes of the Department of Shared Accountability including system-wide assessment, evaluation and research as well as record keeping, data management, and state reporting. Designs, develops, and integrates effective mechanisms for accountability and models for analysis of current practice throughout the district on topics such as equity, academic excellence and institutional effectiveness. Collaborates with other offices to ensure accountability structures are aligned to state and local priorities. Coordinates on the effective interface and technical support to schools and other offices. Oversees and directs the development of the Department of Shared Accountability budget. Manages the applied research, program evaluation, records, reporting and testing functions of the school system, including the assessment program, the collection and analysis of system-wide data, the definition and implementation of accountability models, the preparation and coordination of statewide/system wide testing materials and surveys, and the continuous collection and dissemination of educational research. Provides oversight of state and federal reporting requirements. Reviews the system-wide testing and research on testing issues; supervises research related to system initiatives; supervises program evaluations; oversees development and implementation of models and analyses related to shared accountability, coordinates and oversees provision of technical support services to other offices.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the state mandated testing program and of the policies and regulations of Montgomery County Public Schools (MCPS). Knowledge of data processing systems, information systems designs, research design, statistics, program evaluation and large-scale accountability systems. Excellent organizational ability and the skill to manage several diverse program components. Excellent oral and written communications and interpersonal skills. Knowledge and application of the MCPS Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with extensive work in testing, evaluation, and research. Doctorate preferred. Considerable experience in the administration or development of quality control models; experience in analysis of management practices and program evaluation and policy implementation. Other combinations of applicable education, training, and experience that provide the knowledge and abilities and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening and weekend work hours. Not eligible for overtime.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements strategic plan for office improvement.

Collaborates in the design of the accountability system and reporting for system, clusters, and schools.

Analyzes data and addresses implications and strategies for improvement.

Collaborates with system-wide teams comprised of principals and teacher teams to ensure that the work of the office supports teaching and learning.

Manages and supports evaluation information, program analyses, and technical support in response to ad hoc requests from the Board of Education, the superintendent, and/or individual program managers.

Manages and supports research and evaluation studies relating to the instructional program, management issues, and special services.
Reviews proposals to conduct research within MCPS.

Oversees the development of the school system¿s annual accountability report.

Works to facilitate professional development to build the capacity of school staff in using data to enhance teaching and learning.

Manages and supports implementation of the state-mandated testing program, including analysis and interpretation of test score
performance; and development of reports on individual, group, and system-wide test performance.

Oversees and ensures that employees are trained on standardized testing protocol.

Works with executive staff to identify programs and projects to be evaluated for effectiveness.

Creates complex reports and presentations for the superintendent, Board of Education, and others.

Manages and supports implementation of a consistent, uniform, and precise reporting mechanism for the transmission of information from schools and area offices into a central data system.

Conducts research and evaluation studies relating to the instructional program, management issues, and special services. Reviews proposals to conduct research within MCPS.

Prepares an annual departmental operating budget with such supporting data as are necessary for clarification to the superintendent and to the Board of Education.

Keeps abreast of current research, trends, relative to improving student achievement.

Understands and articulates connection among curriculum, assessment, instruction, and instructional leadership.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Assists in training staff and parents in the appropriate use of test scores and conducting research on testing issues.

Keeps abreast of local, state, and national developments in order to affect changes in operation as necessitated by current changes in society, business, education, etc.

Provides accountability reports for system, areas, clusters, and schools.

Performs related duties consistent with the scope and intent of the position.
