SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of Curriculum and Instructional Programs, is responsible for the developing and executing the vision and administration of the department, as well as providing leadership for the designing, planning, development, implementation, and monitoring of countywide PK-12 curriculum and specific programs to include: Reading; English/Language Arts; Mathematics; Science; Social Studies; World Languages, Literacy; Fine and Performing Arts; Health/Physical Education; Technology Integration; Outdoor Education; School Library Media Programs; and Instructional Initiatives. Provides leadership and supervision for department staff in program development and implementation as well as responsive improvements through program evaluation and direct supports to schools. Requires presentations to the Board of Education and frequent dialogue with community members, state officials, and media representatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the PK-12 instructional programs of the Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research-based best practices, the Common Core State Standards as well as other state and national standards. Knowledge of school improvement planning process. Ability to ensure a diverse student population equitable access to curricula and instructional programs. Ability to collect, analyze, and use data for program planning. Ability to support the vision of the department, promote open communication, and collaboratively problem solve. Knowledge of curriculum design, implementation, and evaluation. Ability to use systems thinking to establish clear goals for program development. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree with focus in the area of curriculum and/or administration. Experience as a curriculum supervisor/director, school-based administrator, and/or principal; experience providing leadership in designing, planning, and implementing instructional programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to prioritize and manage multiple tasks and lead a wide range of varied projects in a complex school system.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I. Completion of Observing and Analyzing Teaching I or II, or completion within one-year of the position start date.

1. Ensures well established processes are in place for the selection of culturally responsive PreK-12 curriculum.
2. Develops a long-range post-pandemic recovery plan for improving teacher capacity to provide tiered support; communicating and implementing unlearned content through Foundational Support Days; using data and accountability measures to ensure students are getting the instructional program they need.
3. Leads and supports the 2.5 Year Plan for Mitigating Learning Disruptions.
4. Works to build strong communication, collaboration and communication within the office, central office and schools.
5. Develops a cohesive, well aligned professional development plan and coordinates efforts with the Assistant Chief of Professional Learning and Development.
6. Identifies needs for curriculum development and instructional program improvement; designs, and conducts evaluations of new and existing curricula and instructional programs, and interprets the program to the professional staff, Board of Education, and the community.
7. Provides support to the instructional programs through the identification, evaluation, and selection of instructional materials, and through the development of curricula and assessments.
8. Develops and manages the MCPS budget related to PK-12 curriculum program maintenance, development, and improvements. Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.
9. Collects and utilizes data to inform instructional decisions and monitors plans for academic interventions Supports districtwide efforts in policy implementation such as grading and reporting and high school graduation requirements.
10. Coordinates the review and use of proven, research-based methods and strategies for curricular development and implementation. Develops and presents information and programs to the Board of Education, professional staff groups, and community groups.
11. Speaks with the media about curriculum, instruction, initiatives, and student achievement. Actively promotes research and development work to identify new and innovative programs and practices.
12. Works with community and school groups to build their knowledge of curriculum and instruction.
13. Actively pursues opportunities for life-long learning and professional growth.
14. Provides leadership in designing and developing new programs and initiatives to meet identified needs.
15. Uses creative and critical thinking in curriculum work, staff management, and problem solving.
16. Supervises staff workload of all staff members in the department. Performs related work as required.
17. Leads staff in developing a vision for curriculum, instruction, and assessment.
18. Collaborates with community partners and represents MCPS in select projects with external partners.
