SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction from the Office of Human Resources and Development, a one-year position funded by the Title II, Part A grant, Improving Teacher Quality, provides professional development based on improving the following areas: ensuring that evaluations within the teacher and principal professional growth systems will include consistent use of student achievement data, using multiple and varied measures which ensure that student growth is a significant factor in the teacher and principal evaluation process; ensuring that teachers and principals set quantifiable learning outcomes for students, and that principals and leadership teams set student performance goals for their school; and helping to set student learning objectives defined as formal learning goals that measure student growth. May also provide direct assistance and support to new principals, principal interns, and acting principals; and to principals, administrators, and supervisors identified as experiencing significant performance difficulties. Will observe administrators both formally and informally and will provide feedback to build their knowledge-base and leadership skills. Under direction, provides performance recommendations to a Peer Assistance and Review (PAR) Panel on the progress of principals/administrators assigned to the caseload.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: A strong instructional leader with the ability to design, develop, conduct and/or facilitate presentations/trainings; demonstrate best practices in a variety of leadership methods; and model the leadership of school improvement with a repertoire of skills for adult learners. Must have a demonstrated ability to analyze student results and achievement data, and to assist school/system leaders to incorporate analysis into school/office improvement; ability to counsel and mentor adults in need of professional assistance with completing evaluations; demonstrated knowledge of Montgomery County Public Schools (MCPS) curriculum, initiatives, and strategic plan; thorough understanding of K to 12 vertical articulation and ability to assist adult learners to see the comprehensive educational picture; and outstanding communication, interpersonal, organizational, problem-solving, presentation, and leadership skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in educational administration or related field; minimum of 5 years of successful experience as an elementary, middle, or high school principal in a public school setting, the last three of which must have been in MCPS (or a minimum of 4 years of successful experience as an elementary, middle, or high school principal in MCPS and 2 years of central services administrative experience in another capacity directly related to the principal position); evidence of strong instructional leadership skills; experience in modeling leadership behavior to adult learners in a variety of settings, providing professional development, and in counseling and mentoring adults.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for Administrator II.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists with cross-office work among central services staff to ensure aligned resources and support to schools.

Assists central services staff to ensure that evaluations are completed in alignment with the revisions to the professional growth systems.

Responds to school-based and central services staff by providing consultation and support with the professional growth systems evaluation revisions.

Prepares or oversees agendas and talking points for daily meetings and trainings related to the professional growth systems evaluation revisions.

Responds to questions from principals and other administrators regarding the professional growth systems evaluation revisions.

Assists with the development and maintenance of policies and regulations regarding the professional growth systems evaluation revisions.

Assists in building professional learning communities through leadership team and executive staff meetings, retreats, institutes, and other professional growth activities.

Researches, writes, edits, and reviews correspondence and prepares reports.

Performs other duties as assigned
