SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief Operating Officer, the Chief Strategy Officer (CSO) will provide proactive, collaborative leadership to Montgomery County Public Schools (MCPS) to support the execution of key initiatives and the development of the annual operating budget. The CSO will provide leadership in support of strategic planning, focusing on innovation, efficiency, and implementation of effective practices that will aid MCPS in providing the highest quality educational programs and services. This will include utilizing data to support the development of innovative programs or services, assessing the educational field to identify emerging trends and recommending new initiatives to executive leadership. Ensures resource alignment to the strategic priorities and goals of the school system. Facilitates the strategic planning process for offices, departments, and divisions. Oversees the budget development process, as well as the allocation and ongoing monitoring of resources to offices, departments, divisions, and schools. Leads the Baldrige Leadership Team.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the effective principles, practices and trends relating to public education and techniques of leadership, strategic planning, implementation and organization, supervision, budget development and school financing and monitoring, personnel administration and management, continuous improvement processes, and position/change management. Knowledge of applicable Maryland and Federal education laws, codes, regulations, guidelines, policies, and procedures, and the administration of collective bargaining agreements. Knowledge of the Maryland Bridge to Excellence Master Plan process. Ability to design, organize, and lead a systemic change process; analyze statistical data for trends, and develop strategies for improvement, and adopt an effective course of action. Ability to present MCPS strategic plan and budget to elected officials and community stakeholders. Strong oral and written communication skills, problem-solving and interpersonal skills using tact, patience and courtesy, the ability to drive innovative thinking and the capability to successfully implement strategy. Ability to interpret, apply, and explain rules, regulations, policies, and procedures. Ability to recognize political and priority implications in developing and implementing programs and strategies. Meet State and District standards of professional conduct as outlined in Board Policy.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, business, or public administration. Seven years of comprehensive and progressive experience directly related to organizational development, educational leadership, or business management. Experience in the supervision of employees and evidence of progressive leadership responsibilities. Extensive experience with school district budgeting; strategic planning; performance management. Experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Experience working in schools; leading cross-functional work groups; and special projects.
CERTIFICATE AND LICENSE REQUIREMENTS: Administrator I and II preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including evening/weekend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Facilitates decision-making around key strategic priorities and policy initiatives.

2. Leads the development and implementation of district improvement initiatives that are aligned to the strategic plan.

3. Develops inclusive planning processes and systems of performance management.

4. Partners with leading educational and community organizational leaders and special workgroups to support, complement, and enhance the execution of key initiatives.

5. Manages resources to ensure alignment to district goals and priorities.

6. Develop ongoing and collaborative relationships with internal and external stakeholders to ensure adherence to internal controls and the timely development of strategic planning.

7. Communicates the plan internally and externally to gamer support, ultimately ensuring their execution within the organization.

8. Assists offices, departments, and divisions in designing and implementing strategic plans that are driven by district strategic priorities.

9. Leads and coordinates the work of the Baldrige Leadership Team.

10. Monitors resource use against expected performance outcomes.

11. Coordinates the development, and monitoring, of the district¿s operating budget to ensure strategic priorities are reflected in the distribution and allocation of resources.

12. Serves as a resource across the organization to increase coherence of department-level planning and execution.

13. Pursues grants that align to strategic priorities and assists offices, departments, and divisions in the grant-writing process.

14. Supports offices and departments with decision-making around the allocation of their resources to achieve yearly goals.

15. Communicates the district¿s strategy with internal and external stakeholders.

16. Manages the Budget Unit and supervises the district¿s financial monitoring process.

17. Coordinates the district¿s master plan submission process and ongoing monitoring of plan implementation.

18. Maintains current knowledge of State/Federal legislation regulations, requirements, and guidelines related to assigned duties; attend conferences, read journals/papers, and attend workshops to remain current concerning trends in the education field.

19. Collaborates with County and State officials on a range of strategic issues, including budget and CIP.

20. Performs related duties consistent with the scope and intent of the position.
