WORKING TITLE: Director, Department of School Safety and Security GRADE: Q MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief operating office, administers the department, including leadership for developing, planning, implementing, and maintaining a 24-hour comprehensive personal and physical plan security and school safety program for MCPS to ensure a safe and secure educational environment for students, staff, parents, and visitors. Supervises and evaluates division staff, provides leadership for department responses to security system, and school safety initiatives and improvements. Designs and implements comprehensive training programs for staff. Works collaboratively with community superintendents and system leadership staff to plan and train staff, as well as develop programs that ensure safe and secure schools.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrative and Supervisory Personnel (MCAASP) Administrative and Supervisory Professional Growth System (MCAASP PGS). Knowledge of MCPS organization, policies, regulations, operating and capital improvements program budgets. Thorough knowledge of current safety and security methods and communications technology. Knowledge of local, state, and federal laws and ordinances related to school safety and security. Ability to plan, organize, monitor, and evaluate a comprehensive MCPS safety and security program. Excellent oral and written communication and human relations skills. Excellent organizational and negotiation skills. Knowledge and application of the three MCPS Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in criminal justice or related field from an accredited college or university. Considerable experience in managing organization of comparable size in law enforcement, security, or related field. Experience in budget preparation and administration, supervision, and training. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possess of a valid Maryland Class C license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergencies and work extended hours as necessary.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Plans, develops, implements, and maintains the MCPS school safety and security operation to ensure a safe environment for students, staff, and community members using MCPS facilities.

2. Responsible for the implementation and oversight of MCPS safety and security policies and regulations.

3. Prepares and administers the department¿s annual operating and capital improvements budgets.

4. Maintains a working relationship with police, fire, and other safety and security-related organizations to ensure their assistance in dealing with problems and in the prevention of potential problems at schools.

5. Communicates with community through written correspondence, telephone calls and personal visitis, preparing correspondence for and makes presentations on behalf of the superintendent, deputy superintendents, and Board of Education members on request.

6. Continually evaluates MCPS school safety and security programs, recommending changes.

7. Recommends school safety and security staffing levels for schools and assists the Office of Human Resources in screening and selecting school-based security staff.

8. Responds to request from principals regarding school safety and security matters.

9. Develops and implements safety and security in-service training programs.

10. Reviews all MCPS serious incident reports and takes action when appropriate.

11. Develops standard operating procedures for school and centrally based safety and security staff.

12. Maintains an incident reporting system.

13. Oversees school security audits and makes recommendations about how to improve safety in individual schools.

14. Oversees development of local school crisis management plans.

15. Works with the appropriate agencies to maintain safe and secure buildings for after-hours programs.

16. Recommends placement of security equipment.

17. Performs related work as required.
