SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction and in support of the Department of PreK-12 Curriculum, is responsible for providing leadership for the designing, planning, development, implementation, and monitoring of countywide curriculum-related initiatives, including but not limited to: working with the Procurement Unit and the Office of General Counsel in matters related to adding vendor partners; collaborating with established vendor partners around curriculum, instruction, assessment, and professional development; developing partner agreements and contracts for new and existing programs and initiatives; partnering with other offices to support the implementation of curriculum and programs for all students; writing and supporting various grants; partnering with offices to support inclusivity and student access to all curricula and programs, summer school learning; coordinating professional learning with curriculum teams and departments across entire system; and supporting the implementation of grading and reporting procedures and regulations. Provides leadership and supervision for department staff in program development and implementation, as well as responsive improvements through program evaluation and direct supports to schools. Delivers presentations to the Board of Education and frequently engages community members, state officials, and media representatives. Responds to Board of Education public requests for information. Works directly with vendors to ensure resources and materials are representative of an anti-racist curriculum. Serves as the main district contact responsible for problem solving and developing relationships with vendors. Analyzes and uses data to identify professional development needs. Supports district-wide professional learning programs in alignment with district goals and initiatives. Develops, manages, and monitors the PreK-12 Curriculum budget for professional learning, instructional materials, and other department specific categories.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the PreK-12 instructional and career programs of Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research-based best practices, the Maryland College and Career Readiness Standards, as well as other state and national standards. Knowledge of school improvement planning processes. Ability to ensure a diverse student population equitable access to curricula and instructional programs. Ability to collect, analyze, and use data for program planning. Ability to promote open communication and collaboratively problem solve. Knowledge of curriculum design, implementation, and evaluation. Knowledge of staff development as it applies to both teaching and learning. Knowledge of current trends in curriculum, teaching methods and strategies; best practices in school improvement, leadership development; adult learning theory and professional development. Knowledge of elementary curriculum as well as secondary. Ability to use systems thinking to establish clear goals for program development. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree preferred with a focus in the area of curriculum and/or administration. Central office and school-based leadership experience preferred. Experience providing leadership in designing, planning, and implementing instructional programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to prioritize and manage multiple tasks and lead a wide range of varied projects in a complex school system. Experience leading at both the elementary and secondary levels preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisors and principals. Administrator I certification required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. In alignment with MCPS' core values, effectively supports work around equitable, culturally responsive instruction with the goal of ensuring academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency, or disability.
2. Implements research-based practices that support the mitigation of learning disruption as a result of the COVID-19 pandemic or any other factors that may cause learning disruption.
3. Identifies needs for curriculum development and instructional program improvement; designs, and conducts evaluations of new and existing curricula and instructional programs, and interprets the program to the professional staff, Board of Education, and the community.
4. Provides support to the instructional programs through the identification, evaluation, and selection of instructional materials, and through the development and maintenance of curricula and assessments.
5. Leads the design and implementation of curriculum and instructional programming associated with virtual and hybrid instruction.
6. Leads the design and implementation of professional development in curriculum, instruction, and assessment for the office for a variety of purposes, including virtual and in-person learning, as well as summer programs and instruction during the traditional school year.
7. Manages all Request for Proposals (RFP) when selecting new PreK-12 curricular resources in the department of PreK-12 Curriculum.
8. Supports planning and implementation of grants for the Office of PreK-12 Curriculum.
9. Supports departments and teams in curriculum and assessment development, professional development, and implementation support to schools on new initiatives and/or in special circumstances for the teams.
10. Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.
11. Supports districtwide efforts in policy and regulation development, review, and implementation, such as grading and reporting and high school graduation requirements.
12. Works with parent and community groups to solicit feedback and ongoing input in the development and implementation of instruction and programs.
13. Supports the development and implementation of extended school year programming.
14. Coordinates the review and use of proven, research-based methods and strategies for curricular development and implementation.
15. Develops and presents information and programs to the Board of Education, professional staff groups, and community groups.
16. Actively promotes research and development work to identify new and innovative programs and practices
17. Works with community and school groups to build their knowledge of curriculum and instruction.
18. Actively pursues opportunities for life-long learning and professional growth.
19. Provides leadership in designing and developing new programs and initiatives to meet identified needs. Uses creative and critical thinking in curriculum work, staff management, and problem solving.
20. Coordinates responses to MPIA requests, Board of Education questions, and public testimony.
21. Performs related work as required.
