SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates accelerated and enriched instruction, K-12, including screening and identification, programming for gifted, PADI, GT/LD students; and teacher training for differentiation to ensure programs and services for students identified as gifted and talented, as well as students who demonstrate the capacity to learn at high levels. Administers the elementary and secondary magnet and all International Baccalaureate (IB) programs to ensure continued guidance and leadership for the magnet programs. Supervises staff assigned to the division including instructional specialists, supervisors, and supporting staff. Serves as supportive evaluator of magnet staff. Analyzes and evaluates magnet programs, centers for the highly gifted, and school level honors and gifted/talented programs and develops policies and procedures for the implementation of the programs. Makes recommendations to appropriate school and Office of School Performance personnel, or central office staff regarding magnet or gifted/talented personnel, program and budget.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of curriculum and instructional programs and assessment with the ability to modify programs to provide rigor and challenge across the instructional continuum. Knowledge of legislation, regulations, and practices governing selection of students for special programs. Knowledge of educational research. Thorough working knowledge of the MCPS Strategic Plan MCPS Policies, and national trends regarding innovative programs or approaches, gifted and talented, honors, and magnet and IB programs. Ability to work collaboratively with principals, magnet coordinators, teachers, counselors and others in the development of effective magnet and gifted programs and in the resolution of problems associated with these programs in a diverse environment. Ability to build positive and productive relationships with parents and community groups to collect feedback and improve programs and instruction. Ability to use technology in curriculum to support and extend instruction and to facilitate communication. Ability to draft, edit, and compile reports for systemwide use. Excellent oral and written communication skills and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in education from an accredited college or university with specialization and course work in curriculum, administration, and education of the gifted. Doctorate degree preferred. At least five years of outstanding experience as a classroom teacher with students of varying abilities including the highly able. Successful administrative experience preferred. Experience designing curriculum, planning and conducting training, and organizing resources to address education of the gifted. Experience in preparing budget documents and financial reports. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal or administrator I.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Coordinates, monitors, and evaluates work of staff within the division to maximize services to students and schools.
2. Works with the Office of School Performance staff to interpret and disseminate the magnet, gifted/talented, and innovative programs, and monitor implementation of Policy IOA, Gifted and Talented Education.
3. Works with principals of schools with International Baccalaureate, Centers for Highly Gifted and magnets, and other principals in monitoring quality and needs of services.
4. Works with the staff within Department of Curriculum and Instruction, Special Education, Division of ESOL, and Early Childhood Services, to insure a coordinated effort in serving schools.
5. Works across the K-12 curriculum to ensure appropriate accommodations and differentiation
6. Works with staff to infuse technology across all accelerated and enriched instruction.
7. Plans training and provides necessary courses to maintain and improve skills and to expand knowledge of teachers in differentiation, innovative approaches, and instruction appropriate for the highly able.
8. Represents the Office of Curriculum and Instructional Programs on national, state, and local committees and task forces.
9. Serves as a consultant for assessment and curriculum design, implementation, and interpretation.
10. Manages accounts for the Division of Accelerated and Enriched Instruction, including instructional budget allocations for magnets, gifted and talented, and International Baccalaureate programs.
11. Plans and supervises student programs such as GT/LD programs and Destination Imagination.
12. Performs related work as required.
