SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of The Department of Student Services the Field Office Director is responsible for field office pupil personnel worker and school psychologists. Works in collaboration with the Office of Special Education and Student Serivicees, Office of the Deputy Superintendent of Schools, Office of the Chief Operating Officer, Office of Curriculum and Instructional Programs (OCIP), and the Office of the Chief Technology Officer, supports principals and school staff in seeking appropriate programs to support students in the regular classroom who present unique learning needs and require differentiated and individualized instruction. Special attention is paid to academic milestones such as attendance, suspensions, expulsions, dropout rates, and the disproportionate number of African American and Hispanic students suspended and identified as needing special education. In collaboration with the supervisor of pupil personnel services and the supervisor of psychologicialpsychological services, supervises and evaluates the work of psychologists and pupil personnel workers and supervisrssupervisors and evaluates other personnel assigned to the field office. Responds to principal and staff needs related to crisis intervention, policy and procedural clarification, and prevention of violence in schools through mediation, problem solving, and addressing parent, and community issues. Works closely with the the director of the department in formulating operational guidelines for carrying out pupil support responsibilities. In performing duties and responsibilities, may interacts with county agencies such as health and human services, social services, and juvenile services on behalf of students and their families. Will represent the department on school system and county committees/workgroups. Will complete other duties as assigned.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) and Maryland State Department of Education (MSDE) policies and procedures including those related to pupil services and programs for implementing federal and state laws and regulations governing the education of students with disabilities, Section 504 of the 1973 Vocational Rehabilitation Act, and Americans with Disabilities Act. Possesses the organizational, managerial and supervisory competencies and skills required to lead, coordinate, supervise and evaluate staff. Ability to analyze data to discern system and schoolwideschool wide trends, ability to promote and maintain positive working relationships with staff, parents, schools, and community. Skill in developing team approaches to respond to school and community needs. Excellent oral and written communication, human relations, and technology skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with graduate courses in administration and supervision, pupil personnel services, psychology, school counseling, general education, and/or special education. Experience in administration and supervision of staff. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal, or Administrator I and one of the following areas: pupil personnel worker, school psychologist, special education, or related fields.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening meetings as necessary and emergency telephone calls related to school crises.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works closely with staff, parents, and schools to identify appropriate interventions and programming for students who are repeatedly suspended, recommended for expulsion, court adjudicated or unsuccessful in comprehensive school settings.

2. Monitors attendance problems, enrollment procedures, home instruction by parents, residency issues, homeless students' needs, custody issues, and child abuse/neglect reporting.

3. Receives and responds to referrals for psychological evaluations from MCPS as well as private/parochial schools.

3. Makes outreach efforts to enhance communication between the school system, schools and communities.

4. Collects, monitors, and analyses data on the efforts of the field office that contribute to increasing the academic achievement of all students, particularly African American and Hispanic students.

5. In collaboration with the other supervisory staff within the Department of Student Services, supervises and evaluates the work of field office psychologists, pupil personnel workers, and other personnel assigned to the field office staff.

6. Plans and implements monthly professional development activities for field office staff.

7. Develops schedules for field office staff as needed.

8. Participates actively as a member of the leadership team of the associate superintendent for Special Education and Student Services.

9. Works closely and collaboratively with the Associate Superintendent for Special Education and Student Services and with the community superintendents.

1. Receives and responds to requests from principals for extended suspension and expulsion of students for disciplinary reasons. Conducts appeal hearings for students suspended for ten days or less.

11. Reviews and makes decisions pertaining to student transfer applications within and across field offices.

12. Assures that all field office staff, principals, and teachers are informed of changes in laws, regulations, and policies in a timely manner.

13. Represents the Department of Student Services and the Office of Special Education and Student Services on committees and task forces

13. Serves on the Collaboration Committees for psychological services and/or pupil personnel services.

14. Organizes and assigns response teams to address school crises Works with the Department of Student Services to provide core crisis teams

15. Collaborates with county agencies (e.g., health and human services, department of social services, and juvenile services) to support student, staff, and parent needs.

16. Collaborates with other MCPS offices to support the effective and consistent implementation of Collaborative Action Process (CAP) Educational Management Team (EMT), Positive Behavioral Interventions and Supports (PBIS, and Individualized Education Program (IEP) processes and procedures.

17. Works cooperatively with principals, the Department of Student Services, and central office departments to facilitate and coordinate the implementation of student services and to support school management plans and school performance outcomes.

18. Supports school, parent, and community efforts to prevent violence in schools and communities through consultation, mediation, and collaboration with other county agencies.
