Director, Student Welfare and Compliance

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief of staff to the superintendent, serves as the director of student welfare and compliance as the central resource for the district offices and school leadership ensuring institutional accountability, ensuring every staff member is aware of MCPS expectations and has the necessary information to create and maintain a lawful, positive, safe, and healthy climate and culture. The office oversees prevention efforts including district wide mandatory compliance training. Supports district staff in responding to student compliance-related issues and engages and encourages central office and school staff, stakeholders, and the greater community to actively participate in building and maintaining a culture of student protection to ensure student welfare, high expectations for students, and staff in eliminating institutional inequities, and targeted professional development to build the capacity of staff to implement the district¿s mandates. Oversees, manages, monitors, coordinates, implements, and/or supports components of the Board of Education (BOE) Policies governing Child Abuse and Neglect; Sexual Harassment; Non-Discrimination, Equity, and Cultural Proficiency; and regulations regarding Student Rights and Responsibilities; Bullying, Harassment, and Intimidation; Gang-related Incidents; Mental Health Referrals; and guidelines related to: Student Gender Identity Matters; Respecting Religious Diversity, hate crimes. Serves as the district¿s Title IX coordinator, both federal and state, and is the central office resource for offices and schools leadership in the districtwide implementation of programs and activities outlined in Title IX Federal Civil Rights Law. Oversees prevention efforts to avoid civil rights violations from occurring, and holds individual staff accountable for the implementation of mandatory compliance matters.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge and understanding of MCPS five core values: Equity, Respect, Relationships, Learning, and Excellence. Knowledge of federal, state, and local law, regulations, principles, practices, and strategies of compliance to remain compliant. Considerable knowledge of the requirements under civil rights laws, regulations, and guidance to advise the district about its policies, procedures, and practices to investigate complaints alleging violations impacting student welfare. Working knowledge of school-based operations and procedures that govern school¿s day-to-day operations and central office procedures related to serious incidents reported by schools. Ability to investigate, mediate, and respond effectively to incidents, issues, and complaints. Ability to forge positive relationships with staff and community based on transparent, two-way meaningful communications. Highly skilled in developing, communicating, and delivering engaging adult learning modules on compliance topics. Excellent collaborative, interpersonal, and oral and written communication skills. Comprehensive project and process management skills utilizing information technology systems. Ability to understand and interpret BOE policies, and regulations JHC, ACF,ACA, JFA-RA, JHF, JHG-RA ,IOH-RA, and guidelines related to: Student Gender Identity Matters; and Respecting Religious Diversity.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in educational administration and supervision or masters degree in content area/field related to compliance and related experience including but not limited to compliance, law, or organizational development. Experience in a large public school district collaborating with a variety of offices and individual administrators, and external partner agencies (i.e. child welfare, states attorney, police, special victims, child support agencies). Experience in advising and supporting administrators and leaders of districts, other educational institutions, or other public agencies, and overseeing compliance issues pertaining to implementation of local, state, and federal regulations. Experience in process management, comprehensive data analysis and data driven decision making; and managing projects that require substantial interaction within all levels of an organization and with community stakeholders. Experience in developing and implementing professional learning on topics of compliance. Extensive experience implementing policies, procedures, systems, structures, and training to protect the physical, social, and psychological well-being and rights of children and employees. Evidence of experience developing resources and reporting and monitoring compliance related incidences for children, pre-K through grade 12, vulnerable youth educated to age 21, and the associated matters involving employees. Experience supervising employees and coordinating and delivering professional learning to large and diverse stakeholder groups. Five years or more of experience working with employees, families, and community partners on matters related to child welfare and protection. Other combinations of applicable education, leadership, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for principals and supervisors or administrator II or appropriate certification in a related field (e.g. education, law, social work) or comparable significant experience background, and expertise in the field of compliance.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In collaboration with other office develops and monitors reporting procedures for schools and offices regarding issues of compliance including child abuse and neglect, sexual harassment, hate crimes, religious diversity, LGBTQ, bullying, and other areas of compliance related to student welfare and protection.

Manages day-to-day operations of the office and ensures staff are trained in responding to concerns from school based and central office staff.

Leads the development and implementation of districtwide mandatory staff compliance training with both on-line modules, (11) and face-to-face training, and ensures that all compliance training content is up-to-date and accessible to all levels of user.

Communicates to stakeholders with clarity and transparency compliance mandates and processes and procedures, as well as holds staff accountable for implementing mandates with fidelity.

Provides differentiated, targeted support and training to staff districtwide; both proactively and in response to individual student cases and crises.

Serves as an expert resource providing district-wide technical support to schools and offices regarding local, state and federal mandates related to student welfare and protection.

Convenes and facilitates in a timely fashion cross-office support for schools/students, systematically and systemically managing crises as they arise.

Directs the cross-office review and response to allegations of non-compliance with requirements and areas of concern by deploying resources to resolve, monitor, and analyze compliance incidents, as well as overseeing a district-wide uniform response.

Organizes, trains, monitors, and supports the 206 school-based Child Abuse/Title IX liaisons.

Leads and engages with the community in the planning and implementation of an MCPS Child Abuse
Continuous Improvement Advisory Team.

Plans, organizes and facilitates newly hired employees weekly training process and protocols.

Develops lessons and trains trainers who provide face-to-face mandatory compliance topics. Works collaboratively with supporting services directors to implement and monitor this training with fidelity.

Prepares and presents to the BOE an annual update on the implementation of the Child Abuse and Neglect Policy.

Prepares and presents updates on compliance matters of interest to the BOE, County Council, MCCPTA as requested.

Identifies and performs on-going project management functions: planning, leading, organizing, managing, and reporting progress and outcomes for compliance related projects while simplifying procedures for ease of implementation by all staff and develops quick-reference guides for staff.

Provides professional learning and system-wide technical support to central and school based staff members related to compliance.

Collaborates with MCPS offices to coordinate, develop, and implement district-wide training on mandatory compliance topics.

Works cooperatively with other districts, county office and community agencies in providing for the needs of students. Provides liaison with community services, welfare and legal agencies.

Liaison to outside agencies for matters of child welfare and protection including Child Protective Services (CPS), Special Victims Investigations Division (SVID Montgomery County Police Department), and agencies providing related support to students.

Conducts research and identifies potential areas of compliance risk, in consultation with the Office of General
Counsel and other staff, to develop and implement action plans for continuous improvement of practices.

Remains abreast of current legislation, legal issues, and requirements of the U.S. Department of Education, the Maryland State Department of Education, and other relevant agencies.

Gathers and analyzes compliance statistics and reports to the Office of the Chief of Staff in the superintendent of schools office and others as appropriate.

Mediates, investigates, and engages in proactive problem-solving to identify and resolve compliance-related complaints by students, parents/guardians and other stakeholders.

Models respect and values diversity as an essential component of a healthy and thriving school district.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
