WORKING TITLE: Principal, Special Assignment GRADE: MQ MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, of the Director of the Division of Title I Programs and under the Federal Title I Part A grant guidelines, will provide direct support to Title I schools in collaboration with MCPS offices to ensure compliance. Oversees compliance with the Elementary and Secondary Education Act (ESEA) waiver requirements that relate to non-public and neglected and delinquent programs, as well as requirements for serving homeless students. Work closely with MCPS offices including the Office of the Chief Engagement Officer, Office of the Chief Operating Officer, the Office of Curriculum and Instructional Programs, the Office of Human Resources and Development (OHRD), and the Office of the Chief Technology Officer to enhance understanding of Title I requirements and create processes that facilitate compliance and assist with program implementation. Coordinate and provide leadership for the implementation of the extended day and extended year programs. Works with OSSI and OCIP to identify and provide appropriate professional development.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and administration, policies and procedures, goals and priorities, assessment programs, and state and federal regulations, particularly Title I and ESEA waiver. Knowledge of research and scientifically-based instructional methods as required by ESEA. Ability to work effectively with executive staff, central supervisors, school-based administrators, teachers, support staff, and non-school based staff. Ability to write required reports that include effective data displays and an analysis of progress, and presentations for the superintendent and the Board of Education and other groups as needed. Excellent planning, organizational, management, human relations skills, and oral and written communication skills. Ability to use technology tools to complete reports, provide online training, facilitate online meetings and store documents electronically. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with certification in administration and supervision required. Outstanding teaching or related experience as an instructional specialist required. Administrative or supervisory experiences preferred. Demonstrated leadership and broad experience working effectively with diverse staff. Successful experience in working with Title I programs and in implementing regulations, completing programs, evaluations, or providing technical assistance. Experience with using technology to prepare reports and presentations. Other combinations of applicable skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland state certification for Administrator I or II is required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend evening and weekend meetings as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Liaison to the Chief Engagement Officer and professional office staff representing the Title I program to facilitate the development and implementation of committees/programs such as Parent Involvement and District Parent Involvement Committees to address the needs of the students and ensure compliance with Federal rules and regulations for Title I.

Manages and facilitates the funding for the Elementary and Secondary Education Act (ESEA) designed to improve the academic achievement for disadvantaged students and ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.

Works in conjunction with various school system departments to implement requirements of Title I including, supplemental educational services, and programs supporting homeless and neglected and delinquent students.

Collaborates with private school administrators and teachers to provide continuous Title I support to Private Schools focusing on monitoring student progress and accountability.

Provides input for new programs and assists with development of related policies.

Collaborates with staff form central office, principals and staff form the Office of Shared Accountability to monitor the effectiveness of new and reviewed programs.

Assists with the development of budgets and state reports including the MCPS Bridge to Excellence and the Federal Title I Part A programs.

Serves on various committees and acts as a liaison to MCPS offices as needed.

Collects data, drafts, reviews, monitors, and prepares responses for requests for information on Title I schools and interprets the Title I program to staff, BOE, and the community.

Prepares presentations to MCPS staff, parents and community groups, as needed.

Completes required Title I reports and participates in state and federal evaluations.

Maintains current knowledge regarding ongoing requirements of related federal and state legislation. Reviews, research, studies, and reports.

Completes Time and Effort sheets on a regular basis as required by the Title I grant.

Performs related work as required.
