SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief of staff, coordinates and provides leadership for the implementation of systemwide communication programs and services. Provides leadership and vision to develop communication products and services aligned to the strategic plan. Collaborates with other school system offices and Board of Education office to identify and provide appropriate communication strategies to advance school system goals. Evaluates effectiveness of communications products and strategies for purposes of continuous improvement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current research and best practices to effectively communicate with a broad range of stakeholders and diverse audiences. Thorough knowledge of MCPS organization and administration; extensive knowledge of communication media including print, video and web. Extensive knowledge of the communication plan development and implementation, ability to effectively work with administrators, central office staff, school staff, parents, local, state and national colleagues, to implement and monitor projects. Excellent planning, organization, management, communications (oral and written) and human relations skills. Ability to prepare papers and presentations for the superintendent and the Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university, with a degree in communications, journalism, public affairs, or other relevant liberal arts coursework. and/or equivalent experience in the field will be considered Masters degree preferred. Outstanding administrative or supervisory skills desirable. Successful leadership experience in assessing communication needs, outreach plan development, project implementation required. Other combinations of education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in this position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including nights and weekends, as required by program activities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership and editorial direction and coordinates production of content for systemwide multimedia products.

Develops and leads special projects, such as upgrades to the MCPS website and electronic newsletter communication and student safety campaigns.

Supervises staff responsible for special projects and programs.

Organizes and conducts systemwide events, such as strategic plan forums, the Superintendent¿s Budget presentation and other multi-stakeholder events.

Collaborates with other MCPS offices and departments to develop and implement communication projects. Plans and manages effectiveness of the communication projects, implements process improvements, and disseminates information about successful practices.

In collaboration with department/division directors, develops metrics and implements specific instruments to measure customer satisfaction. Analyzes results and makes recommendations to improve communication and customer support based on analysis.

Assists with monitoring of the MCPS website for accuracy, clarity, and usefulness of information. Consults with division webmasters to enhance effectiveness. Coordinates with the Department of Public Information and Web Services to ensure current, relevant, and customer-friendly information appears on the MCPS website.

Participates in cross-functional workgroups representing the Office of Communications.

Serves as liaison to local, regional, state or national education, community, higher education, or governmental groups. Review correspondence and request for information. Drafts, revises, and edits written responses to correspondence.

Prepares required reports and annual budget requests; manages expenditures and accounts; speaks to the Board of Education, administrative groups, teachers, parents and community members about communication projects.

Performs related duties as required.
