SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction develops and articulates a vision for elementary curriculum and instruction to all stakeholders and provides leadership for developing countywide curriculum and instructional program planning. Has experience with school leadership that can be applied to developing a cohesive instructional program. Provides leadership for delivery of professional learning for administrators, classroom teachers, and appropriate staff. Keeps abreast of national, state and local district trends to obtain information for essential program improvements. Leads on-going program monitoring and evaluation and takes the initiative to develop next steps for improvement at the system level. Keeps abreast of the latest assessments and resources to support the system¿s goals and directs evaluation and selection of textbooks, instructional materials, and equipment. Communicates the instructional program to the Board of Education, staff, and community. Supervises assigned staff, manages projects, and establishes procedures to fulfill responsibilities and improve countywide program.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in curriculum, instruction, and program development, professional learning for staff, and assessing program needs in the assigned instructional specialty area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration of curriculum, assessment, instruction, policy, student achievement data, and federal and state laws related to curriculum, assessment, and instruction. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Knowledge of effective instructional practices in the assigned discipline to meet the needs of a diverse student population. Ability to work effectively and collaboratively with principals, staff, parents, state and national colleagues, and a variety of stakeholder groups. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education. Thorough knowledge of the development, implementation, and support of a Professional Growth System (PGS) for staff.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, supervision, and administration; doctorate desirable. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and professional learning for staff desirable. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements in assigned discipline and for Administrator I. Completion of OAT I or II, or completion within one-year of the position start date.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day and weekend work required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and articulates a vision for the curriculum, assessment, and instruction.

Leads the development and monitoring of implementation of the instructional program in the area of assigned responsibility to address local and state mandates and priorities.

Keeps knowledgeable regarding ongoing and new program development.

Reviews best practices, recent literature, and research studies and reports.

Evaluates findings and suggests changes or modifications to improve existing programs. Applies information/results of research and studies to instructional program.

Analyzes student achievement data to improve instruction, curriculum, assessment, and program.

Leads the development of new and revised curriculum, assessments, and instructional guides to support instructional program in schools and student achievement on national, state and local assessments.

Collects data and prepares responses to requests for information; articulates the curriculum and instructional program to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques in assigned area; maintains liaison with Maryland State Department of Education (MSDE), colleges and universities, appropriate professional organizations, and other groups or individuals who influence the quality or direction of the instruction program.

Plans and coordinates activities that involve parents, community, and business sector in support of curriculum development, implementation, and evaluation.

Plans and manages curricular and instructional improvements and disseminates information about successful practices.

Plans and leads countywide meetings of liaison/resource/special teachers in subject field.

Supports schools in implementation of program.

Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff to promote innovative teaching approaches and techniques.

Provides support and guidance to in-service instructors and coordinators.

Works with specialists and school staff in monitoring and evaluating implementation of the instructional program in the assigned area; advises principals, resource teachers, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to new situations/curriculum.

Monitors and evaluates professional growth of staff.

Develops proposals for outside funding to support program improvements.

Manages special countywide programs, including summer and/or extracurricular activities related to the assigned discipline; makes presentations to interested staff and community groups.

Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.

Collaborates with other MCPS offices and departments to develop integrated curricular units and assessments.

Participates in interviewing and hiring.

Supervises the evaluation and selection of textbooks, instructional materials and equipment; collaborates in developing plans for new and renovated facilities; coordinates articulation of curriculum between grade and school levels.

Performs related duties consistent with the scope and intent of the position.
