WORKING TITLE: Coordinator, Two Way Immersion/English Language Development GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director of the Department of English Learners and Multilingual Education, provides leadership for the delivery of instructional and ancillary services to Montgomery County Public Schools (MCPS) students who are enrolled in Two-Way immersion or who have limited English proficiency in Grades Pre-K to 12. Provides coordination of support and communication with administrators and teachers developing, implementing, monitoring, and evaluating programs. Manages the implementation of, and activities for, the Title III Language Instruction for Limited English Proficient and Immigrant students federal grant, the American Indian Education Program, and the local budget. Serves as an English Language Development (ELD)/Bilingual liaison between the Maryland State Department of Education (MSDE) and MCPS. Collaborates with external partners to provide program supports. Articulates program information to the Board of Education, community and staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and techniques for teaching English to speakers of other languages as well as for Two-Way immersion programs. Ability to innovate and conceptualize new programs, knowledge of current research, and ability to write grants. Ability to analyze achievement data and to provide guidance to develop and implement curricular and instructional improvements. Experience implementing and leading professional learning. Excellent management skills and excellent oral and written communications and human relations skills. Multilingual skills highly desirable. Ability to work effectively with principals, teachers, support professionals, parents, central services staff, as well as state and national partners and colleagues to implement and monitor the instructional programs in diverse school settings. Supports the development and implementation of a Professional Growth System (PGS) for staff.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education, administration, or a related field. Coursework should include English as a second language, bilingual education, and/or cross-cultural studies. Experience as an administrator and/or teacher of English as a second language, immersion, or two-way immersion. Experience in supervision and administration of programs and personnel. Successful recent leadership experiences in assessing program needs, curriculum and instruction, program implementation, and professional learning, desirable. Experience in developing and implementing programs to meet student needs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for or Administrator I. Completion of OAT I or II, or completion within one year of the position start date.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Occasional attendance at evening Board of Education, community, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Monitors the effective implementation of Board policies and MCPS ELD/Bilingual program procedures. Recommends new approaches, programs, and techniques. Leads and assists with ELD, immersion, and Two-Way immersion program planning, monitoring, professional learning, and evaluation of new and revised material. Provides instructional leadership and assists in obtaining necessary resources for ELD and Two-Way immersion school-based staff. Provides support in the development of curriculum as well as identification of student and teacher instructional resources. Recommends goals, policies, and programmatic changes. Coordinates the development and dissemination of reports and information relative to the program for staff, Board of Education, and parents. Observes and/or evaluates the implementation of ELD and Two-Way immersion. Keeps abreast of local, state, and national developments in order to effect changes in operation; is knowledgeable regarding ongoing and new program development. Reviews recent literature and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs. Prepares annual ELD and Two-Way immersion operating budgets with such supporting data as are necessary for clarification to the superintendent and to the Board of Education. Maintains the databases in order to monitor student progress and evaluate program effectiveness. Oversees management of grants, financial accounts, and expenditures. Maintains liaison with MSDE and the ELD /Bilingual Metro network. Prepares reports to meet local, state, and federal needs. Collaborates with the World Languages unit to ensure smooth programmatic articulation of students. Meets with, and provides supports for, advisory groups and develops community linkages in order to ensure input and support for the development and implementation of programs and services. Supports the development and implementation of a Professional Growth System (PGS) for staff. Understands and applies principles of performance evaluation and professional growth standards for employees. Performs related duties consistent with the scope and intent of the position.
