SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the deputy superintendent of teaching, learning, and programs in the handling of responsibilities related to educational leadership; researches, writes, edits and reviews correspondence and prepares reports, presentations and action plans for the Office of Teaching, Learning, and Programs (OTLP); collects and analyzes data to inform educational decisions and best practices; collaborates with the offices of School Support and Improvement and the Chief Operating Officer to ensure coordination of efforts to close the achievement gap; manage critical projects; provides support and assistance to associates and other staff reporting to the deputy with Montgomery County Board of Education presentations and papers, data collection, aligning work to the school system goals, strategic planning, and major initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school administration organizational and leadership theory; knowledge of Montgomery County Public Schools K¿12 instructional program, policies and procedures, supervision theories, strategic planning, Baldrige criteria, and data analysis. Ability to lead cross-functional groups. Excellent organizational, communication, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in educational administration and Administrator II Maryland certification (or eligibility for). School-based and central services administration experience, and extensive experience in thinking quickly and solving problems, data analysis, and writing/editing reports. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for Administrator II.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening or weekend work attending meetings, conducting or observing training, attending conferences, etc.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and integrates long-range educational plans and monitoring systems for initiatives and responsibilities supervised by OTLP.

Assists direct reports to OTLP with strategic planning, monitoring systems, budget development, and implementation plans for major initiatives.

Aligns OTLP strategic plans with the Baldrige criteria and the school system¿s strategic plan.

Responds to school-based and central services staff members by providing policy interpretations.

Researches, writes, edits, and reviews correspondence and prepares reports for the deputy superintendent of teaching, learning, and programs; and other executive staff members.

Prepares/oversees agendas/talking points for daily meetings and special events.

Responds to questions from Montgomery County Board of Education members, parents, principals, and community regarding instructional issues and related policies.

Manages specific projects as assigned.

Assists with the development and maintenance of policies and regulations for which the deputy superintendent of teaching, learning, and programs is responsible.

Presents at meetings as requested by the deputy superintendent of teaching, learning, and programs.

Represents OTLP on selected committees and at assigned meetings.

Collaborates with associate superintendents on Montgomery County Board of Education papers, presentations, and other projects.

Collects and analyzes systemwide educational test and assessment results and makes collaborative recommendations for adjustments in educational initiatives and budget support based on student results.

Assists in building a professional learning community through OTLP Leadership Team and executive staff meetings, retreats, institutes, and other professional growth activities.

Performs other duties as assigned.
