WORKING TITLE: Executive Assistant, Human Relations Compliance Officer GRADE: O MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Systemwide administrative oversight of compliance with all federal, state, and county laws, policies, and regulations related to addressing complaints and allegations of sexual harassment, illegal discrimination, hate-violence, and complaints under the Americans with Disabilities Act (ADA). Monitors allegations and investigations; oversees the complaint process, the collection of data for analysis and public reporting, potential training and intervention strategies, and coordination with external resources.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to monitor and analyze data in order to determine appropriate interventions and/or identify potential trends that need intervention or warrant training. Knowledge of local policies and regulations, and state and national laws in order to serve as an expert resource to student organizations, classroom teachers, principals, MCPS staff, and the community regarding problems related to human relations. Demonstrates excellent collaborative communication skills with federal, state, and county agencies concerned with human relations, civil rights, and related matters. Bilingual proficiency (Spanish) desirable.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university with major coursework and minimum five years experience in human relations or related field. Master's preferred. Work with diverse community groups and outreach programs; knowledge of compliance at the federal, state, and local levels; and experience with developing and analyzing reports for large organizations or businesses. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Ensures MCPS is in compliance with federal, state, and county requirements related to sexual harassment, discrimination, hate-violence, and complaints under the Americans with Disabilities Act (ADA).

Works closely with instructional and administrative staff to promote positive human relations.

Monitors complaints of sexual harassment, illegal discrimination, hate-violence, and ADA violations.

Serves as a resource for school system investigations and legal matters related to unresolved complaints of sexual harassment, illegal discrimination, hate-violence, and ADA violations.

Reviews and receives reports developed by other offices regarding sexual harassment, illegal discrimination, and ADA complaints.

Collects data from the Office of School Performance, Office of Human Resources, Department of School Safety and Security, and Appeals/Transfer Team.

Analyzes data for the purpose of identifying trends, trouble spots, and training needs. Collaborates with the Office of Organizational Development regarding training needs.

Stays informed of current legislation, legal issues, Office of Civil Rights (OCR) requirements, and informs appropriate staff.

Works closely with other agencies on human relations matters and related areas, including civil rights and community incidents.

Facilitates the resolution of human relations matters that have not been satisfactorily addressed within established procedures.

Performs related work as required.
