SUMMARY DESCRIPTION OF CLASSIFICATION: Reports directly to the Chief of Teaching, Learning and Schools; assists the Chief of Teaching, Learning and Schools and Associate Chief in the handling of responsibilities related to educational leadership; researches, writes, edits and reviews correspondence and prepares reports for the chief; collects and analyzes data to inform educational decisions and best practices; provides support and assistance to associates and other staff reporting to the chief with Board of Education presentations and papers, data collection, analysis, and resource planning, aligning work to the school system goals, strategic planning, and major initiatives; plans and implements professional learning for executive and central services staff; collects, analyzes and reports data associated with professional learning and other related work; provides coordination and support for the implementation of school improvement planning with alignment to multiple sources of data to guide continuous improvement of all schools; facilitates the response to and communication of school-based serious incidents; applies understanding of MCPS policies, regulations and procedures to the office¿s roles and responsibilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school administration organizational and leadership theory; knowledge of MCPS K-12 instructional program, policies and procedures, supervision theories, strategic planning, and data analysis, and budgeting processes. Excellent organizational, oral and written communication, and interpersonal skills. Evidence-based experience leading change and project management and professional learning.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university. Five years or more years of experience as a school-based or central services administrator or a combination of both administrative experiences which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Maryland State certification requirements for Administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires the ability to work long hours and withstand moderate amounts of stress in order to maintain a healthy physical and mental state of well-being.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and integrates long-range educational strategic plans and monitoring systems for initiatives and responsibilities led by the Chief of Teaching, Learning, and Schools.

Assists direct reports to the Chief of Teaching, Learning, and Schools with strategic planning, monitoring systems, budget development, and implementation plans for major initiatives.

Aligns the work of the Office of the Chief of Teaching, Learning, and Schools to strategic plans with the school system¿s overall strategic plan.

Supports the chief with utilizing data management systems and school system measures to analyze and monitor student progress, inform school, program and services decisions, and align resources and supports to school improvement planning designed to increase student achievement.

Advises and supports the chief with the development of the office¿s budget and monitors account spending in collaboration with the Associate of Finance.

Plans and facilitates the chief¿s leadership meetings with associates, directors, and other staff and assists in building a professional learning community to meet their diverse needs and to contribute to the learning of others.

Establishes structures and schedules outreach opportunities to engage with district and community stakeholders to solicit their input and provide feedback on system priorities, program and services initiatives and how information is utilized.

Responds to school-based and central office staff by providing policy interpretations.

Researches, writes, edits and reviews correspondence and prepares reports for the chief and associates.

Prepares/oversees agenda/talking points for daily meetings and special events.

Responds to questions from Board members, staff, parents, principals and community regarding instructional issues and related policies, regulations or local, state, and federal mandates.

Stays current on policy, regulations and federal, state, and local law interpretations in response to questions from stakeholders which includes consulting with the general counsel. Assists with the development and maintenance of policies and regulations for which the chief is responsible.

Reviews requests for field trip approval and recommends approval in alignment with the MCPS procedures.

Presents at meetings as requested by the chief and/or presents on behalf of associates, as needed.

Plans and facilitates professional learning communities for the leaders and staff supporting executive leaders.

Represents the chief on selected committees and at assigned meetings.

Collaborates with associates on Board of Education papers, presentations, and other projects.

Assists in building a professional learning community through associate superintendents¿ meetings, retreats, and other professional activities.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
