SUMMARY DESCRIPTION OF CLASSIFICATION: Manages and problem-solves day-to-day operational matters of the Office of Finance. Serves as a primary point of contact for community stakeholder engagement, and facilitates meetings and conversations on critical initiatives. Assists the associate superintendent of finance with responsibilities related to business operations and support services. Problem-solves with staff regarding policy, procedural, and legal matters. Implements initiatives from the associate superintendent of finance and works with schools, staff in central offices, and members of the community through change management process. Coordinates a variety of operational activities among central offices. Responds to constituents on behalf of the associate superintendent of finance. Researches, writes, edits, and reviews correspondence, and prepares reports for the associate superintendent of finance. Collects and analyzes data to inform decisions and best practices. Provides support and assistance for the Office of Finance with Board of Education presentations, correspondence, responses to parents/guardians, citizens, and members of the community, data collection, and aligning work of the Office of Finance to the school system goals, strategic planning, and major initiatives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of K¿12 educational systems, business operations, organizational and leadership theory; supervision theories, strategic planning, communication planning and engagement, and data analysis. Excellent organizational, communication, project planning and management, and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university; experience in the following areas: government, K¿12 or higher education, business, policy, nonprofit management, or other applicable field: project management, and facilitating large and small group community stakeholder discussions. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered. Demonstrated experience with analytical data analysis, budget preparation, and staffing; delivery of small- and large-scale projects. Experience with organizational communication, public relations, and community relations desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for frequent evening and weekend work. Requires the ability to work long hours and withstand moderate amounts of stress in order to maintain a healthy physical and mental state of well-being.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates organization and systemwide communications on behalf of the Office of Finance.

Provides expert advice and support to budget formulation and execution functions of the district.

Responds to Board of Education inquiries to the Office of Finance.

Serves as liaison with the Maryland State Department of Education, the Maryland Department of Legislative Affairs, and community organizations regarding budget issues.

Works with local Montgomery County Government officials on local resource challenges and problem solving leading to potential resolutions.

Assists the associate superintendent of finance on comptroller, financial reporting, and financial systems implementation and operations activities.

Researches, writes, edits, and reviews correspondence and prepares reports for the associate superintendent of finance.

Prepares/oversees agenda/talking points as needed by the associate superintendent of finance.

Responds to questions from Board members, senior MCPS leadership, staff, parents/guardians, principals, and community members regarding operations of the Office of Finance.

Stays current on policy, regulations, and federal, state, and local law interpretations in response to questions from stakeholders, which includes consulting with the general counsel.

Assists with the development and maintenance of policies and regulations for which the associate superintendent of finance is responsible.

Represents the associate superintendent of finance/Office of Finance on selected committees and at assigned meetings.

Collaborates with associates on Board of Education papers, presentations, and other projects.

Assists in building a professional learning community through meetings, retreats, and other professional activities.

Performs related duties consistent with the scope and intent of the position.
