SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, oversees a Real Estate Management Enterprise Fund of approximately three million dollars, ensuring budgeting to maintain self-supporting balances; performs real estate site selections, acquisitions, grants, and property management work for Montgomery County Public Schools (MCPS). Work of the class involves planning, coordinating, and implementing policies, programs, and procedures in support of the approved capital improvements program and the efficient utilization of school facilities, including the maintenance of all real property records of the Board of Education. The work includes negotiating for administrative space through leases with private developers and joint venture partners and collecting revenue by leasing surplus space in closed schools and administrative facilities, child care in open schools, and pad sites for telecommunications and vendor-owned modular child-care buildings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of or the ability to rapidly acquire knowledge of real property appraisal and acquisition principles and practices; of space leasing, and contracting practices, procedures, and policies; of MCPS school facilities and property management practices and regulations; of telecommunications policies and regulations regarding the placement of towers at schools; and of budgeting and monitoring expenditures, including the administration of revenue and expense leases, memoranda of understanding, and other agreements and related activities. Skill in negotiating terms of leases. Ability to review and interpret architectural and construction plans and explain them to others. Considerable human relations skills to maintain cooperative working relationships with other agencies. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in business, finance, corporate real estate, or public administration or related field and considerable progressively responsible experience in acquiring and managing real estate for a large public agency. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates with the MCPS divisions of Construction and Long-range Planning to identify, negotiate, and acquire sites, easements, and rights-of-way in support of the approved Capital Improvements Program.

Reviews real property requests for grants of easements and rights-of-way from state and local government and utilities; prepares grant recommendations for the Board of Education.

Manages the Board¿s real property inventory; supervises the design of the computerized inventory system for MCPS-owned and leased facilities.

Represents MCPS on the Montgomery County Planning Board¿s Development Review Committee and the County¿s Transmission Facility Coordinating Group and makes recommendations on school needs in newly revised land use master plans for Montgomery County.

Directs the preparation of requests for proposals, coordinates proposal evaluations, and recommends awards for joint occupancy leasing, adopt-a-field, appraisal, and other contract services.

Coordinates activities of lessors, attorneys, contractors, and facilities users.

Negotiates leases for administrative space needs of MCPS.

Directs and coordinates the preparation and administration of property leases; develops and implements procedures to ensure compliance with leases and contracts; coordinates collection of lease payments and authorizes payments for approved leases and contracts; and directs the maintenance of lease records and reports.

Markets surplus space and processes applications for its use; locates and selects tenants in cooperation with other offices and officials; administers and coordinates maintenance of closed schools when no principal is assigned to the building.

Directs the preparation and administration of budget, including revenues and expenses to maintain self-supporting balances in the Real Estate Management Enterprise Fund.

Represents MCPS with other county agencies; makes presentations to explain the real estate management program to others; and maintains liaison with other county agencies.
