SUMMARY DESCRIPTION OF CLASSIFICATION: Under guidance of the Director, Division of Construction, provides leadership, coordination, and support for the capital construction contract administration unit. Responsible for all capital construction contract procurement, contractor pre-qualification, change-order review and processing, as well as develop and implement regulations and procedures related to the construction procurement and funding process. Responsible for contractor payment, the MBE (Minority Business Enterprise) program and reconciliation of the school systems capital fund accounts with the fiscal officer at the State Interagency Committee for School Construction and the Montgomery County Budget Office. Provides leadership in the supervision of the Division of Construction Contract Administration team; coordinates the teams¿ efforts to support schools; coaches the fiscal team to maximize performance.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of accounting principles and practices and their application to public sector construction, the construction procurement process and business law it applies to construction contracts and suretyship. Working knowledge of data processing, needed to monitor and report on the construction fund and the general fixed assets accounts. Ability to establish and maintain accounting records and to prepare clear, concise financial and accounting reports. Excellent human relations and communications skills. Ability to coordinate and lead meetings with architects, vendors, contractors, representatives of the Maryland State Department of Education and attorneys to consider change orders, issues related construction bids, work schedules, state funding and other construction related issues. Thorough knowledge of the organization of Montgomery County Public Schools (MCPS), MCPS processes and system, policies and procedures, organizational and leadership theory. Knowledge of and ability to interpret and communicate MCPS policies, regulations and procedures, as well as local, state, and federal mandates as they relate to school business and financial operations.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited university with a preferred major in business administration, finance, educational administration, or a related field. Extensive experience with budget development and with financial and organizational software required. 5 or more years outstanding public school finance administration and business leadership experience required. Administrative or supervisory experience required. Five or more years experience as a school business administrator preferred. Demonstrated facilitative leadership skills and ability to work with a variety of stakeholders. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Establishes capital accounts maintaining accounting records that reflect both budget and funding information for various agencies.

Manage the development and review of front end bidding documents.

Prepares contracts, purchase orders, change orders, and establishes appropriate encumbrances.

Provide support and responds to contract claims.

Audits invoices and requisitions from architects and contractors and prepares approval for payment.

Assists in the development of the negotiated Architects' and Engineers' Agreement; officiates at bid openings for the construction of capital projects

Prepares Board of Education materials for project award, project reduction in retention, supplemental appropriation, fund reductions, and capitalization.

Responds to questions from staff, bonding companies, auditors, lawyers, and others regarding fund balances.

Maintains liaison with county and state staff in matters relating to capital accounts.

Projects cash flow and procures working capital sufficient to make payments on a weekly basis.

Manages the Minority Business Enterprise and Women Business Enterprise (MBE/WBE) program.

Oversees the contractor evaluation process.

Prepares analysis of matters relating to financial and accounting policy and procedures proposed by the state, prepares state reports and other reports as required for the superintendent's signature and maintains coordination with the Division of Accounting and internal and external auditors.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

Performs related duties consistent with the scope and intent of the position.
