SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Communications, Office of the Superintendent of Schools, works with staff to develop and assist in communicating with customers and stakeholders. Leads small work groups composed of administrative and supervisory, teacher-level, and supporting services employees that produce specific multimedia and/or outreach products and services. Works with division directors and unit supervisors to assure effective implementation of and customer satisfaction with communications products/services. Assists the Director of Communications in developing, scheduling, and conducting systemwide information campaigns to support the MCPS strategic plan, budget presentations and new initiatives aligned with school improvement and student success.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MCPS organizational structure. Ability to manage teams producing systemwide communication products and services. Ability to work with the diverse staff within MCPS and the diverse community groups within Montgomery County. Ability to communicate effectively, motivate, encourage, and work with MCPS staff and community. Excellent problem solving skills. Excellent organizational, oral, written and human relations skills required. Demonstrates leadership skills working with Department of Communications staff. Knowledge of current technology practices including the use and of hardware, software, and telecommunications trends. Ability to research, write, edit and/or rewrite material to conform to high journalistic standards. Ability to successfully manage the production of print, web and video media in a journalistic manner, with an emphasis on the timely and efficient management of production goals, deadlines and other responsibilities. Ability to effectively communicate with school staff, principals, and parent organizations about MCPS key communication projects. Ability to work creatively with Electronic Graphics and Publishing Services, Family and Community Partnerships, Instructional Television, the Public Information Office, and Web Communications Team to develop communication and outreach strategies. Excellent oral, written, and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in management, communication or related field with strong background in project management. Extensive experience in using microcomputer hardware and software, multimedia, and telecommunications. Successful experience in writing/editing print communications. Experience in using television and web-based applications to effectively communicate ideas and information. Excellent knowledge and understanding of English grammar and composition. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Requires frequent work with computers and media equipment.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required to work evenings to attend committee, community, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leader of small group project teams. Projects include systemwide communications such as the comprehensive calendar, strategic planning forums and transportation safety campaigns. Selects and organizes group members, convenes meetings, sets agendas and tracks follow up items for group members.

Serves a communications projects/services liaison between the Department of Communications and other offices/schools.

Produces periodic newsletter articles, cable television program items, and web content that support the MCPS strategic plan, systemwide initiatives, and the informational needs of stakeholders. Responsibilities include: research, writing /revising/editing copy for newsletter, television script, and web content, select visual images, conduct interviews, develop and coordinate production schedules, provide production direction, and critical analysis, review and approval of media content.

Reviews, revises, and edits training and procedure manuals, announcements, newsletter articles, and scripts.

Assists with monitoring of the MCPS web site for accuracy, clarity, and usefulness of information. Consults with division webmasters to enhance effectiveness. Coordinates with Web Services to ensure current, relevant, and customer-friendly information appears on the MCPS website.

In collaboration with division directors, develops and implements metrics and specific instruments to measure customer satisfaction. Analyzes results and makes recommendations to improve communication and customer support based on analysis.

Assists with the development, production, and scheduling of informational presentations to the Board of Education, MCPS offices, employee organizations, student and community groups.

Collects data and prepares responses to requests for information regarding assigned program tasks.

Prepares reports, and budget requests related to assigned program activities.

Serves as a liaison to local, regional, state or national education, community, university, or governmental groups. Reviews correspondence and requests for information. Drafts, revises, and edits written responses to correspondence.

Performs related work as required.
