WORKING TITLE: Coordinator, Secondary Literacy GRADE: N MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of supervisor, the secondary literacy coordinator is responsible for supporting and coordinating districtwide literacy programs and evidenced-based interventions in secondary schools. Coordinates and supports systemwide instructional leadership for literacy and literacy-based interventions. Leads development of curriculum and literacy programs for school-based implementation. Provides leadership and professional development for administrators, teacher leaders and support professionals as needed. Collaborates with school-based and central office staff on program implementation and provides direct support to schools. Supports evaluation and selection of reading interventions. Collaborates with other departments and offices to support implementation of systemwide literacy plan. Facilitates timely delivery of products and services aligned with the MCPS strategic plan and school needs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of secondary literacy intervention programs including content, target audience, system requirements, and research base, and knowledge of current literacy research and trends in the application of literacy strategies across content areas. Knowledge of MCPS curriculum, assessments, interventions, and accountability measures. Experience administering and interpreting literacy assessment instruments and implementing online reading interventions. Experience with digital instructional technology. Ability to use student performance measures to drive instruction. Excellent oral and written communication skills and ability to collaborate with school-based leadership. Strong organizational and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in reading or related field, or in administration and supervision, from an accredited college or university. Reading certification preferred. Three years or more experience in instructional leadership and planning, coordinating, and delivering instructional programs. Three or more years experience in collaborating with multiple MCPS offices and stakeholders. Five years successful teaching experience preferred. Experience as an administrator or supervisor desirable. Other combinations of applicable education, training, licensure and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I. Completed Observing and Analyzing Teaching I and II or within one year of the position start date. Advanced Professional Certificate in Secondary Education.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates the development, implementation, and monitoring of literacy programs and interventions.

Provides school-based support for development of literacy plans and implementation of research based interventions.

Keeps knowledgeable regarding current research and trends, and new program development. Reviews best practices, recent literature, and research studies and reports.

Plans and leads countywide meetings and professional development for teachers of literacy, reading, and interventions.

Analyzes student achievement data to improve instruction, curriculum, assessment, and programs.

Advises principals, resource teachers, and classroom teachers on development of literacy plans and implementation of reading programs.

Coordinates the evaluation and selection of evidenced-based reading interventions and recommends budgetary needs.

Supports special countywide programs, such as summer and/or extracurricular activities related to literacy and reading.

Collaborates with other MCPS offices and departments to support program implementation and provide direct support to schools.

Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

Performs related duties consistent with the scope and intent of the position.
