SUMMARY DESCRIPTION OF CLASSIFICATION: Under supervision of the Director, Office of Shared Accountability, supports all school-based staff and central office staff in the effective use of the data management and analysis platform. Supervises and coordinates all phases of implementation, administration, analysis, and reporting of data management and analysis platform results. Collaborates with cross-office personnel to ensure availability of assessments types and/or accommodation and accessibility protocols are incorporated into the testing program requirements. Coordinates and assists with the management of data files, technology, and reporting for all student assessment data platform products.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of the use of data to impact instructional and professional learning. Knowledge of State of Maryland and federal accountability programs, related laws and State/Local School Board Rules related to student assessment and school/district accountability. Thorough knowledge of adult learning theory and practice. Extensive knowledge of current educational research in a wide variety of areas. Complete understanding of school operations and structures. Ability to communicate, both in writing and orally, technical information in a way that is understandable to people without technical training. Demonstrated ability to work effectively with staff from various parts of a school system. Ability to build and maintain working relationships with various team members, vendors and other MCPS offices involved with projects. Excellent interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree required; doctoral degree preferred from an accredited college or university in an educational administration or educational leadership area related to the work of the student assessment and achievement (e.g., education, psychology, sociology, psychometrics). Experience in student data management platforms analytics, and strategic planning and design to ensure proactive structure of support of school staff who work directly with students. Experience providing support, training and/or teaching using a variety of technologies. Knowledge of computer applications/software systems and technology equipment as related to specific job functions.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises work of the elementary and secondary resource staff supporting the assessment data platform, and manages associated resources.

Provides consultation to MCPS offices, project teams, and schools on the design, implementation, and functionality of the student assessment data platform.

Coordinates and organizes responses to emerging trends identified by the cross-functional assessment data management team.

Provides reports and support to school leadership teams in disaggregating data to create and implement intervention plans and tiered interventions to support and progress monitor student growth and achievement.

Monitors and reports progress of Assessment data platform related projects on a weekly basis to the associate superintendent, Office of Shared Accountability.

Communicates and coordinates training as a result of changes in the assessment data platform. Designs appropriate and customized professional development.

Orchestrates cross-office project planning related to instructional and professional learning, including coordination of training as updates are released.

Leads and/or guides staff in continued professional development for assessment and accountability functions.

Performs quality assurance on all assessment and answer keys.

Acts as the official liaison between the student assessment data management platform vendor and MCPS in such roles as data manager, trainer and service representative.

Assists with troubleshooting or improving the use of student assessment data management platform products.

Effectively composes memorandums and other correspondence related to assigned duties.

Performs related duties consistent with the scope and intent of the position.
