SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Director, Department of Certification and Staffing, the Supervisor of Strategic Teacher Recruitment: develops, organizes, articulates, executes, and monitors a strategic equal opportunity recruitment plan that includes talent acquisition, selection, and onboarding to ensure the pool of teachers reflects broad diversity and to ensure the full implementation of the Teacher Workforce Strategic Initiative; serves as the recruiter for teacher level positions in the district; develops metrics directly associated with meeting hiring goals, establishes relationships with higher education partners, local, state, and national organizations as well as business partners to create partnerships and expand the pool of teacher recruits; utilizes data driven decision making processes during the recruitment and staffing season to ascertain targeted goals; creates and tracks metrics in relation to hiring needs to monitor and alter recruitment approaches for continued employee acquisition; actively recruits teachers.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of local, state, and federal laws, rules, and regulations related to the recruitment and selection of employees. Knowledge of human resources practices, employment and labor laws. Extensive and proven experience with strategic and innovative teacher recruitment. Ability to establish, monitor, and present quarterly and yearly HR metrics associated with recruitment and meeting hiring goals. Skilled use of traditional and non-traditional as well as passive and active recruitment measures. Proven and demonstrated knowledge with developing, implementing and monitoring a long-term project with identified goals. Effective use of data driven decision making skills. Extensive experience with using data to monitor progress toward achieving organizational effectiveness and system wide goals associated with diverse teacher recruitment and hiring practices. Extensive knowledge and experience in a K-12 instructional program, quality teaching and learning, and supervision of teachers. Extensive experience with establishing relationships with outside organizations. Demonstrated ability to lead, organize, and work collaboratively with teams and departments. Strong interpersonal and communication skills. Ability to operate individually, employ solid decision-making skills, as well as develop and maintain highly effective internal and external relationships. Familiarity with Human Resources business systems, mainly Applicant Tracking Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, human resources, or personnel administration, or other related field. Three to five years of experience with analyzing and assessing teacher instruction. A minimum of three years of proven experience as recruiter or human resources officer. Experience in developing recruitment and hiring metrics. Experience in establishing and maintaining community relations. Experience with presentations to small and large groups. K-12 experience is preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: PHR, SPHR, or other Human Resources professional certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Lifting of recruitment materials, sometimes weighing approximately 15-35 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including evening/weekend meetings, and recruitment events, especially during the months of November- May and July- August due to the recruitment and hiring season. Over-night travel is required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Under the direction of the Director of Certification and Staffing:

Analyzes hiring, retirement, and retention trend data to identify future hiring needs in order to create a recruitment strategy focused on acquiring top talent and a diverse teacher workforce.

Develops, implements, monitors and assesses the implementation of the Teacher Workforce Strategic Initiative.

Develops processes and structures to ensure alignment with the attraction, recruitment, onboarding, and retention of diverse employees, including but not limited to employees of various races; ethnicities; genders; sexual orientations; geographic, education, socio-economic backgrounds; and/or employees with multiple language abilities.

Utilizes virtual mediums as part of a recruitment plan.
Recruits teacher level positions.

Plans, organizes, and attends external recruitment trips.

Coordinates, cultivates, and manages the MCPS Ambassador Program.

Establishes initial contact with teacher candidates at recruitment events and conducts pre-screening interviews.

Regularly communicates with student interns and employees in MCPS partnership programs to ensure they are moving toward acquiring positions that align with their degrees.

Establishes relationships with local, state, and regional organizations with minority representation and at institutions that enroll large numbers of minority students.

Establishes relationships and partnerships with Schools of Education, Career Centers, and alumni associations.

Establishes partnerships and relationships with local business to support staff who are relocating to teach in MCPS.

Develops supporting materials to communicate the employment brand.

Collaborates with multiple office in MCPS, advocacy groups, local businesses, and outside organizations.

Performs other related duties consistent with the scope and intent of the position.
