SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises all daily activities within the Instructional TV unit. This includes but is not limited to planning, implementation, production and dissemination of ITV programs and services in MCPS and the community. Also provides leadership and support for the implementation of new technologies within the ITV unit. Supervises all staff including instructional specialists and production manager.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Strong working knowledge of media and television in education and the communications industry.Strong writing ability. Excellent interpersonal and communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Minimum of 5 years of management experience in a professional setting such as a TV station, educational TV production facility or production house. Minimum of a masters' degree from an accredited college or university with heavy emphasis on instructional television, education and media production. Doctorate desired in a similar field. Additional experience of at least 5 years supervising media personnel with experience as a media producer/director in a professional setting or other combination of applicable education, training, and experience which provides the knowledge, abilities and skills necessary to perform effectively in this administrative position. Master's degree from an accredited university in the field of education, with coursework in instructional technology and television applications highly desirable. Considerable school-based experience with instructional technology, including television programming, production and related services. Experience working with government and community members in the application of TV related services and programs and experience in broadcast management desirable; or any combination of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises all staff and the products produced for air on Instructional TV and for the production of all internal projects and programs within MCPS. Responsible for maintaining and supervising all budgeting and spending for all departmental accounts. This includes all MCPS accounts and all Special Revenue accounts from the Montgomery County Government.

2. Resolves any production or programming issues that involve the daily operations of two cable TV channels. Assists the Director of Communications in the preparation of the departmental budget.

3. Coordinates spending of all MCPS and Special Revenue funds for ITV unit. Serve as the representative at all County Government meetings for PEG (Public, Education, and Government) meetings. Coordinates all media-related activities for Superintendent¿s A and S meetings.

4. Prepares and presents all budgetary documents for MCPS and for the Special Revenue Fund to the Montgomery County Government for inclusion as part of the PEG representation of MCPS.

5. Attends all monthly county government meeting including PEG, MFP, (County Council) and CCAC (Cable TV Advisory Committee.) Prepares and writes reports when representing ITV department. Serves as primary advisor to MCPS on cable communications related matters. Develops policies, procedures, and operational guidelines for cable TV programs and related matters. Prepares progress and other types of reports.

6. Performs other related work as required.
