SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction of the director of Applications Development, manages business systems development andimplementation projects within the Office of Information and Organizational Systems. Leads technical teams in the development and implementation of multiple,enterprise-wide business systems. Supervises and develops technical staff. Aligns Business Systems team priorities with the vision of the division, the office and theMontgomery County Public Schools (MCPS) enterprise. Ensures the work carried out by staff supports the policies of the Board of Education and the expectations ofthe superintendent and executive staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Experience in full life-cycle software project management. Familiarity with enterprise-wide human resources, financial, andrelated applications. Thorough knowledge of and ability to implement current information technologies, systems methodologies and best practices. Ability to managestaff and resources for multiple projects effectively in order to achieve results on time and within budget. Ability to manage and develop staff. Ability to collaborate withother departments and offices to identify and accommodate user requirements in system functionality. Ability to quickly learn Montgomery County Public School(MCPS) policies, regulations and practices. Requires excellent technical, process improvement, team-building, and oral/written communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Experience with Oracle and other enterprise databases, aswell as web-based system architectures, client/server and centralized computing models desired. Considerable experience in information technology in a business orschool environment or other combinations of applicable education, training and experience which may provide the knowledge, abilities, and skills necessary to performeffectively in the position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Meets regularly with director and key staff in application development to plan and coordinate activities of the division.

2. Prepares written and oral reports of progress for internal assessment of progress and for reports to users and the leadership of the department, office and schoolsystem.

3. Prepares information on the resource needs of initiatives and projects within the unit and manages the expenditure of budgeted resources.

4. Meets regularly with customers to solicit feedback on customer needs and on the effectiveness of the projects being carried out by the unit.

5. Identifies key results and measurable outcomes to evaluate improved customer services and to determine areas of improvement for the unit.

6. Develops, supervises, and evaluates staff, delegating responsibility to unit supervisors as appropriate.

7. Engages in personal development activities to maintain currency with industry-wide best practices.

8. Directs the development and enhancement of information technology applications that support the business processes of the school system, including finance,budget, human resources, payroll, benefits, material management, e-commerce, food services, transportation, and facilities.

9. Works closely with staff in other divisions, departments and offices to support the vision, objectives and strategies of OGAT and MCPS.

10. Performs related work as required.
