Senior Specialist, Position and Salary Administration

SUMMARY DESCRIPTION OF CLASSIFICATION: Serves as functional expert on MCPS positions, position management, and salary schedules. Oversees specialists who have a strong conceptual grasp of human resources operations and functions including the clerical and administrative processes involved in employment, processing employee transactions, and related activities. Makes decisions on procedural matters regarding human resources functions. Trains functional specialists as well as Transactions and Call Center staff on these programs to insure excellent customer service. Analyzes and recommends changes to improve processes and services delivered to employees and retirees.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of MCPS Policies and Regulations as they relate to Human Resources. Working knowledge of federal, state and local laws as they relate to the hiring process. General knowledge of state pension program regulations and requirements. Extensive knowledge of the MCEA/SEIU/MCBOA/MCAASP negotiated agreements, MCPS employment and salary processes, and maintenance of employee data. Analytic and problem-solving skills with demonstrated ability to analyze complex transactions and procedures required to properly maintain employee records. Excellent communications and interpersonal skills. Commitment to confidentiality of employee and retiree information. Excellent organizational ability. PC skills: Microsoft Excel and Word. Ability to use Oracle Discoverer or similar reporting tool. Extensive knowledge of Lawson HRIS system functionality and setup as it relates to human resources. Aptitude for use of technology to make work more efficient and effective. Coaching and leadership skills. Self motivated and able to meet deadlines. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in Business Administration or a related field and training in computer basics, Masters degree preferred. Extensive experience in human resources work or a related field, including experience in an integrated human resources information system. Experience supervising and coordinating staff in salary administration, development of communications materials to employees, automation of processes and provision of outstanding customer service. Other combinations of applicable education, training and experience may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: State Retirement Agency (SRA) coordinator certification required within 6 months to 1 year of hire date.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime as required. Annual leave limited during the summer season.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as part of ERSC leadership to implement, coordinate, maintain and improve service delivery systems.

Recommends changes to policies and procedures and modifications to the Lawson HRIS system to assure compliance with state and federal laws and negotiated agreements, and to improve customer service. .

Serves as trainer, coach and problem solver for the Call Center/Transaction Unit preparing training materials and resolving issues related to problematic transactions.

Serves as trainer in basic Lawson functionality for systemwide users, and creates and distributes information listings related to HRIS, such as job code listings, salary schedules, and process level lists.

As a member of the HRIS functional leadership team participates in meetings on an as-needed basis to plan, test, and implement changes to the Lawson HRIS.

Updates and maintains salary schedules based on negotiated agreements. Monitors the salary supplements and summer employment guaranteed by the negotiated agreements.

Works closely with the MCPS Department of Management, Budget and Planning to maintain the integrity of the position management module of Lawson HRIS and provides assistance with position setup and maintenance for the yearly budget load.

Works closely with the Office of Human Resources to monitor new hires/transfers/terminations within the established payroll timeframes.

Works closely with the Department of Association Relations on developing procedures to implement contract provisions related to compensation.
Works closely with the Office of School Performance and the Athletics Unit in processing the annual extracurricular activity plans.

Serves as the systemwide specialist for position integrity around setup, salary account numbers, and grant positions.

Provides a monthly Human Resources Personnel Report to the Board of Education.

Develops, coordinates, and monitors the year-end human resources processes to ensure data integrity.

Modifies the Lawson HRIS to reflect changes caused by reorganizations and new facilities, and to resolve problems found with the current HRIS setup.

Responsible for maintaining and updating HRIS transaction procedures.

Responds to employee salary inquiries on an as-needed basis.

Monitors position, assignment and salary account information to maintain the integrity of the financial system with regard to salary distribution.

Evaluates and recommends new technologies to improve employment records systems.

Maintains processes for integrity of employee data and recommends changes to procedures or policies to improve data quality.

Serves as liaison to Maryland State Retirement Agency for human resources information.

Provides support to negotiations agreements.

Performs related work as assigned.
