WORKING TITLE: Supervisor, Central Services Safety Operations GRADE: K MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Safety Officer, provides leadership and management for all central services safety operations. Develops central office and department safety and security plans and is responsible for the security operations at all non-school facilities. Supervises the electronic detection center. Leads the development and implementation of the Montgomery County Public Schools (MCPS) emergency management plan. Oversees fingerprinting and background check processes for the school district and collaborates with other central offices through investigation processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of procedures and practices for ensuring the safety and welfare of others. Knowledge of emergency management planning and implementation. Demonstrated knowledge of investigative and security procedures. Excellent organizational, oral and written communications, leadership and human relations skills. Ability to routinely utilize current technology to document and track information and to communicate to MCPS staff and the community. Knowledge of the latest security technology including surveillance cameras, access control systems, visitor management systems, and communication devices and the ability to use the latest technology. Ability to work alone and as part of a team essential. Computer literacy including MS Word, Excel, Adobe, and Google docs required.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in criminology, law enforcement, emergency preparedness and management, or related fields. Five years or more law enforcement/security/emergency management experience preferred. Demonstrated successful supervisory experience required. Training in current emergency management planning, security practices and technology preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: First aid and CPR certification. Valid class C driver¿s license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to work flexible hours, including weekends. Required to occasionally work overtime. Required to wear the designated security uniform.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Promotes student and staff safety through effective strategic planning and execution.

Develops and administers safety policies for the district that incorporate current applicable federal and state laws and regulations for school system safety.

Identifies safety goals, objectives, and metrics consistent with the district¿s strategic plan.

Designs and implements the school district¿s emergency management plan in response to potential safety threats.

Creates a culture of safety across central service offices and departments and drives organizational behavioral changes for the system.

Trains central office employees in safety, security, and emergency management techniques and practices.

Provides direction to all MCPS safety committees enumerated in the labor management negotiated agreements.

Collaborates and works closely with the Montgomery County Office of Emergency Management and Homeland Security.

Leads emergency preparation efforts and conducts ongoing safety drills for school system readiness against external or internal threats.

Designs and implements processes that enable consistent and effective security practices in every non-school facility.

Ensures appropriate supervision and evaluation of all electronic detection center personnel.

Oversees the background screening process for new and current employees, as well as volunteers and vendors.

Monitors security cameras and door/card access issues.

Performs security assessments of MCPS property and functions.

Represents the school system in criminal court cases as necessary.

Provides support for law enforcement and department of personnel staff in criminal and administrative investigations on MCPS property.

Understands and applies the principles of performance evaluation and professional growth.

Performs related duties consistent with the scope and intent of the position.
