WORKING TITLE: Supervisor, DOT IT GRADE: K MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Department of Transportation, in the Office of the Chief Operating Officer, supervises, implements, and ensures timely and effective support for a variety of solutions essential to the operation of the department. Provides guidance and directions in supervising staff including the use of best practices for application advancement and support, and continued process improvement. Establishes and maintains operational processes and schedules that ensure support for day-to-day operations and periodic upgrades. Engages in management of budget and resources of the unit. Formulates and executes bid proposals for various system applications. Collaborates with key stakeholders including department staff, central services staff, school-based staff, as well as business partners to develop and implement technology solutions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of and experience in public school transportation, automated routing, fleet management and employee management systems. Knowledge of and experience with requirements gathering, process mapping and management, and project management. Knowledge of and experience with budgeting and fiscal planning. Experience managing external providers of products and consulting services. Ability to develop plans of action. Ability to track, prepare budgets and track financial expenditures. Strong analytical and project management skills. Excellent communication and interpersonal skills. Demonstrated problem solving skills that proactively address business needs and requirements with innovative, creative, and cost-effective solutions. Ability to collaborate with other units, departments and Customers to implement essential systems. Ability to plan and , manage programs and motivate and develop staff. Manage programs and financial purchases. Ability to work under pressure, meeting multiple and sometimes competing deadlines. Software orientation and aptitude, Microsoft Excel and Word skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principal (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in IT, business, or related field from an accredited college or university, Master¿s degree preferred. Coursework and training should include business management, financial management, and project management. Five years or more experience within K-12 school systems and/ or public school transportation is preferred. Experience in integrating new technologies, resolving technical problems, managing department-wide technology projects, and providing staff leadership required. Financial management and strategic planning experience required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

Leads entire IT operation for the Department of Transportation
Plans, develops, and manages assigned staff.

Develops and manages projects and staff associated with the development, delivery and support of identified applications/product solutions.
Collaborates with other school systems to learn about developing school bus/ transportation technologies and trends.

Ensures effective support for the day-to-day operation and periodic upgrades for key operational systems serving transportation units and offices.

Provides guidance, mentorship, and supervision to staff.

Participates in the budget process to inform fiscal decisions related to department and office expenditures.

Aligns project priorities with the vision of the department.

Collects, analyzes data and makes recommendations to effectively manage or improve program and/or support to transportation users.

Stays abreast of current technologies and trends in the information technology industry.

Sits on labor management committee.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
