Senior Specialist, Leave and Workers Compensation

SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction, oversees the day to day operations of the Leave Administration Unit in the Employee and Retiree Service Center including administration of the Montgomery County Public Schools (MCPS) attendance, leave, and worker¿s compensation policies and practices. Supervises and supports specialists in the area of leave and worker's compensation. Coordinates activities for employees on leave to ensure smooth processing of transactions for time and attendance, benefits, and billing. Serves as resource to the chief operating officer, MCPS principals, administrators, and supervisors on matters relating to leave and worker's compensation. Promotes quality customer service by analyzing work products and processes and recommending changes to enhance customer service. Trains functional specialists as well as Transaction and Call Center staff in the details of the leave and workers compensation programs to promote excellent customer service. Drafts and coordinates communication programs to employees on leave in support of the collective bargaining agreements. Analyzes and adapts these programs to promote continuing quality improvement, increase the efficiency of the unit, and to recommend changes to the collective bargaining agreements. Uses experience to improve and document processes. Works collaboratively with the Technology, Reporting, and System Support Team (TRSS) to develop relevant, informative, and timely communications that provide employees with key information about attendance, leave, and worker's compensation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of MCPS attendance, leave, and worker's compensation policies and procedures, and related federal, state, and local laws including, but not limited to the Americans with Disabilities Act, the Family Medical Leave Act, and the Health Insurance Portability and Accountability Act . Extensive knowledge of those components of MCAAP/MCEA/SEIU Local 500 negotiated agreements addressing attendance, leave, and worker's compensation. Thorough knowledge of the Lawson HRIS sufficient to use the system to administer/track attendance, leave, and worker¿s compensation. Analytic and problem-solving skills. Excellent coaching and supervisory skills. Demonstrated use of Microsoft Access, Excel and Word, Oracle Discoverer or a similar reporting tool. Aptitude for use of technology to make the work of the team more efficient and effective. Commitment to confidentiality of private information. Excellent organizational ability, communication and interpersonal skills with the ability to handle difficult, emotional customers. Self-motivated and able to meet deadlines. This position requires knowledge and application of the six leadership standards established for the Montgomery County Business and Operations Manager (MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university in Business Administration or a related field. Extensive experience in the implementation/administration of attendance, leave, and worker's compensation policies and practices in a large public institution. Experience supervising and coordinating staff in leave and worker's compensation administration, automation of processes, and provision of outstanding customer service. Other combinations of applicable education, training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in this position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Oversees unit activities, ensures effectiveness of unit processes and implements appropriate process changes to increase efficiency and support smooth work flow.
Resolves individual problems/cases as referred from the Call Center and Transaction Unit staff, from employees, and from principals/directors.
Drafts responses regarding leave and workers compensation issues on behalf of superintendent, deputy superintendent, chief operating officer, chief financial officer and department/division directors.
Recommends policies and procedures related to the attendance, leave, and worker's compensation programs.
Implements changes to attendance, leave, and worker's compensation programs to comply with negotiated agreements, changes in benefit plans, regulatory and other requirements.
Works with principals/directors, employees, medical professionals, unions, lawyers,
Federal/state/local agencies and staff from the Office of Human Resources and Development to ensure the fair and consistent application of attendance, leave, and worker's compensation policies and practices.
Works closely with TRSS staff to develop databases, web pages, webinars, videos, handbooks, memos, etc., that will enable wide-spread communication of attendance, leave, and workers compensation policies and practices.
Works with technical staff to ensure that all systems meet and fulfill functional requirements.
Prepares and delivers presentations on attendance, leave, and worker's compensation policies and practices to employee and management groups. Measures success of such presentations for quality improvement purposes.
Provides biannual training to Administrative Secretaries and other designated timekeepers in the processing of leave as well as updates to leave polices and procedures.
Researches leave and worker's compensation issues including procedural changes and provides timely feedback to requesting parties.
Serves as Chair of the Academic Leave Committee, coordinates annual communication of program, participation of committee members, and notification to awardees.
Reviews all Professional Improvement leave requests and manages their review by the certification coordinator.
Develops and maintains performance measures and verification reports as a means of monitoring the quality of and compliance with attendance, leave, and workers compensation policies/practices.
Coordinates other related processing related to individuals on leave - time and attendance, benefits, communications, and billing to ensure smooth handling.
Drafts and coordinates communication programs to employees on various leave topics to improve understanding of leave programs by supervisors and employees, ensure compliance with requirements, and timely continuity of leave paperwork.
Serves as MCPS representative on MCEA Sick Leave Bank Committee.
Serves on the Disability Retirement Review Board and the Case Management Team providing input and data.
Performs related work as assigned.
