WORKING TITLE: Fiscal and Business Administrator GRADE: I MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the office of the chief operating officer, the fiscal and business administrator provides support and leadership related to the financial management of k12 resources and management of other aspects of the school system budget related to schools. The position shall work directly with the k12 budget and financial functions and provide support and guidance to school administrators and financial staff. The position will be responsible for providing comprehensive and accurate financial information to enable the school system to plan and take appropriate management action related to the k12 and other related budgets.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and techniques of business administration, specifically in accounting, financial management, human resources, budgeting, and planning with application in the following areas: transportation and facility management. Knowledge of and the ability to interpret MCPS fiduciary policies, regulations, and procedures; Knowledge of the budget guidance document, position control status report, personnel action requests, chart of accounts, accounting summary balance, FSM reports and related reports and forms. Ability to administer and apply continuous improvement principles to automated business and student information systems. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS).Excellent oral and written communications and human relations skills. Ability to perform statistical compilations and computations. Ability to work effectively with administrators, staff and others and to resolve a variety of questions/ problems relating to the allocation of positions/resources. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with a preferred major in business administration, finance, educational administration, or a related field which includes the following course work: 9 semester hours in accounting/finance and 18 semester hours in two or more of the following areas: economics, marketing, public policy, supply chain management, information technologies, and management and organization. Extensive experience with budget development and finance administration required. Prior public school finance and business experiences plus 5 years experience of school management or business management experience required. Experience with financial and organizational software required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening meetings as related to the budget process.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provide guidance and support to business managers, fiscal assistants, and administrators with financial and operational tasks in schools.

2. Serve as liaison between school staff and central office with respect to fiscal and operational activities in the school.

3. Conduct financial accounting activities for the k12 budget (and other budgets as needed)

4. Provide support to schools and offices with fiscal procedures including extra curricular, activity buses, allocations, use of substitutes, procurement, travel, and consultants.

5. Support the staffing process by maintaining records and communicating changes.

6.Performs related work as required.
