SUMMARY DESCRIPTION OF CLASSIFICATION: Manages team of database analysts in the performance of their tasks. Responsible for the design, definition, installation, maintenance, security, and integrity of moderate to large scale computer database systems, both network (IDMS) and relational (Oracle). Assist developer teams with design of relational (Oracle) and network (IDMS) databases and decide application design issues where database access/update and/or MCPS network are involved. Responsible for database security, application access security and the development and enforcement of standards for security. Directs the evaluation, planning and implementation of new database hardware/software and provides for staff training. Responsible for data security, integrity, backup procedures and standards. Works with the data administrator to create, populate and administer the data warehouse. Directs research & development efforts for ADIT. These efforts include: evaluation and recommendation of new tools, software, techniques, training, development of standards, implementation, etc.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of current network technologies. Knowledge of data security and integrity issues and methods. Ability to manage a team of database analysts to develop work plans for staff. Demonstrated ability in the design of IDMS databases and the development of IDMS applications. Excellent oral and written communication and human relations skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with considerable course work in the field of data processing. Considerable experience in the area of database design. Considerable experience in the design and administration of Oracle relational databases. Demonstrated experience in the development of client/server applications using Oracle as the back-end database. Experience in the design and development of applications in a client/server environment and with the development of Web applications, Java, and the management of Web Servers is desirable. Experience with design and development of IDMS databases. Experience, knowledge, or training in Oracle Designer/Developer 2000 and Java highly desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Certified Computer Professional (CCP) or `Oracle Master certification highly desired.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work non-compensated overtime, especially during peak periods and when urgent work requirements exist.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Working under the leadership of the ADIT director, manages the team of database analysts I and II in the performance of their tasks: Develops work plans for staff and communicates these plans to staff and ADIT management. Develops and enforces standards for database security, application security, database backup and recovery, database element and table definition. Keeps up to date on database technology. Directs new database hardware/software evaluation, planning and implementation. Determines time schedule and develops plan for implementation of new database software releases. Plans and directs training for development staff and users in new releases, features or operations of database software, and recommends training for database and/or development staff. Assists in database administration staff selection. Directs and participates in research and development efforts involving new technologies, application development tools, software products and training for possible use by MCPS. Role-includes evaluation, recommendation, implementation, development of standards, and staff training.

Directs database analysts in the design and creation of databases. Makes decisions involving changes to logical or physical database structures to improve efficiency or correct problems. Plans and manages the development of required interfaces to allow purchased applications software to operate efficiently and accurately on our database system. Assists client/server development groups with design and technology issues related to transfer/update of data between IDMS and Oracle databases.
Keeps up to date on network technologies and MCPS network architecture in particular. Works with WAN engineering and client-server development groups to decide issues related to deployment of large scale Oracle database and client-server applications in a network environment. Works with the data administrator to design the MCPS data warehouse and/or data marts. Manages the creation, population and administration of the MCPS data warehouse and/or data marts. Develops standards for its data, security and user access privileges. Performs related duties as required.
