SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, supervises assigned staff within the project management section of the Division of Construction. Responsibilities include management and coordination in the planning, administration, and technical supervision of construction projects and activities. School construction projects consisting of revitalization/expansion, addition, and renovation will be managed from initial planning to final project completion; while providing technical guidance in the areas of architecture and engineering.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of construction activities from design to implementation and evaluation; knowledge of construction project plan requirements, cost estimating, building/site codes and standards and inspection techniques; knowledge of financial procedures necessary to maintain project cost control. Ability to represent MCPS in project planning and construction activities; ability to effectively administer construction projects including scheduling, inspection, and timely completion of projects in accordance with all requirements; ability to supervise planning, construction, and implementation activities for projects; ability to read and understand construction plans; ability to manage multiple concurrent projects; ability to apply computer technology to construction and project activities. Excellent communications and human relations skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in Architecture, Engineering, Construction Management or Project Management or a closely related field. Considerable experience in the planning and on-site construction of buildings and facilities, including administration and financial management of all aspects of the construction projects (preferably in school facilities construction). Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills that would be expected upon completion of the above program and that would be necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Licensed Architect or Professional Engineer. Possession of a valid Maryland noncommercial Class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel to construction sites on frequent and unscheduled basis. Ability to work overtime and on weekends as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates all activities and assignments for the Project Management section.

Plans and coordinates activities and schedules for new construction and renovation projects to insure they are completed in accordance with plans and specifications and conform to standards and codes, including MCPS technical specifications.

Coordinates with architectural and engineering consultants to develop plans, specifications, cost estimates, and contract documents for new and renovated school construction projects.

Implements quality control measures to assure mechanical, electrical, civil/structural, and/or architectural building requirements are incorporated within contract documents.

Initiates and coordinates bidding process for assigned construction projects; and analyzes bids for recommendation of contract award.

Assures documentation is maintained for construction projects, including construction schedules and records, documentation of ¿as built¿ conditions, and warranties by contractors and subcontractors.

Coordinates project activities/approvals with MCPS staff and governmental agencies as required.

Oversees investigations/feasibility studies of existing buildings, including components of architectural, mechanical, or electrical systems.
Supervises and oversees assigned Project Managers and/or MCPS staff.

Performs related duties consistent with the scope and intent of this position.
