SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is technically responsible for building service functions for schools and offices in an assigned area; instructs building service employees in prescribed cleaning methods and equipment operation, and maintains continuous review of buildings facilities, grounds and heating and air conditioning equipment operations. Responsibility for overseeing and approving building service supply and equipment expenditures. The countywide building service program is administered by the director of the Division of Plant Operations. In a school, the principal is administratively responsible for all activities and personnel including building service functions. The area building services supervisor consults with school principals with regard to building service functions. Responsibility for special projects, studies, and reports which do not necessarily conform to an administrative area, may be assigned to the area building service supervisor.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of building service requirements and plant operations as applied to school buildings; thorough knowledge of building service methods, materials and practices, and in the proper use of equipment and supplies. Ability to evaluate building service activities and employee performance and to make sound and applicable recommendations for safe, efficient, economic, and sanitary operations of school plants; ability to set up training programs and instruct personnel in the cleaning and operation of central heating and air-conditioning equipment. Good human relations, public relations and communication skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge and application of the six leadership standards that have been established for (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university with major work in business administration or a related field and plant management experience in a public school or other commercial, industrial, or institutional system. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland (motor vehicle) operator's license. Possession of a current and valid boiler certificate and stationary engineers license indicating proficiency in the safe operation of low pressure boilers preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to climb and complete other physical tasks associated with investigation, inspection and completion of building service activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency calls at any time and to work overtime as required. Must provide and maintain a working telephone number.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Reviews requests for building service employees use of overtime. 

Assesses building service managers' and staffs' work performance; assists with training of building services staff; and consults with school, area and central staff.

Conducts inspections of a number of assigned schools to assure adequate building service coverage and cleanliness and safety of buildings and facilities; investigates faulty equipment and makes adjustments or obtains maintenance assistance;

Establishes schedules by work areas and technically supervises the housekeeping operation of each assigned school; assists building service manager in training building service personnel in the use of new materials and equipment and in the operation of central heating and air-conditioning equipment.

Conducts inspections of the school plants when a building service manager is newly assigned or is to be evaluated, prepares summary inspection reports, and shares report results with the building service manager and principal. Investigates and remediate¿s emergency conditions in schools such as temporary shortage of building service staff (due to illness, etc.), lack of required building service supplies or equipment, and personnel problems involving an employee's misconduct; reviews circumstances and may recommend appropriate disciplinary action to the principal. Consults with principals, assistant principals, and building service managers in the completion of employee evaluation forms for permanent status, advises on the transfer and promotion of personnel.

Orders supplies for assigned schools; advises on the purchase of new building service supplies or equipment. Assists in the planning of and instructs in the periodic training classes for building service managers, work leaders, and building service workers; may be assigned responsibility for special projects.

Performs related work as required.
