SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Restorative Justice and Student Leadership Director in the Office of Student and Family Support Engagement (OSFSE), plans, manages, coordinates and oversees the daily supports and operations to key youth programs (including but not limited to: Linkages to Learning (LTL), Excel Beyond the Bell (EBB), Regional Youth Services, Neediest Kids); and, as the Court Liaison, provides support and services to students and families who are involved in the judicial system and concurrently enrolled in Montgomery County Public Schools (MCPS), reviews and summarizes student academic records and provides this information to school system, court, and judicial services staff. The incumbent will support the implementation of strategies to reduce the truancy and drop-out rate for court/judicial system-involved youth. The incumbent will work to support the collaboration between the Restorative Justice Unit and Student Appeals Services in facilitating the transition of students to and from schools as they process through the appeal process following suspension. The incumbent will be responsible for contacts with school administrators, counselors, pupil personnel workers, teachers and other appropriate school-based staff, agencies of County government, community providers and non-profit organizations, to work collaboratively toward shared goals, resolve operational problems, coordinate planning and management of the program(s), and re-enroll and engage students returning from court involvement. The incumbent will serve as OSFSEs liaison to designated committees, as directed by the Director of Restorative Justice and Student Leadership.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS public school system organizational structure and relevant policies and regulations. Knowledge of school-community programming and collaborative partnerships serving students and schools. Knowledge of MCPS instructional programs, particularly at the secondary level. Knowledge of state and local disciplinary regulations and policies and the dynamics of adolescent behavior, behavior management strategies, and interpersonal relationships. Knowledge of, and experience preferred, in restorative justice and restorative practices and its benefit to student achievement and equity. Knowledge of and ability to conduct and/or review process improvement. Ability to effectively communicate, orally and in writing, with students, parents, and community, governmental, and organizational leaders. Excellent human relations skills. Demonstrated ability to develop and maintain positive and effective working relationships to assure successful operations. Ability to plan and manage programs, including program records and financial accounts. Demonstrated ability to lead and motivate teams of staff and/or volunteers.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with course work in human growth and development, counseling techniques, family dynamics or other related courses, required. Three (3) years or more experience in managing relationships with community and governmental partners; managing and monitoring multiple projects/programs such as student services or related fields, and reporting progress through a collaborative process. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for pupil personnel worker or will acquire within one (1) year of hiring; or meets requirements as Maryland state certified school psychologist or Maryland state Board of Social Work Examiners licensure for social worker.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May require evening and weekend work. Requires travel between the Court House, the Juvenile Assessment Center, and county/MCPS facilities on a weekly basis.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Serves as the liaison for court-involved students between MCPS, pupil personnel workers, Department of Juvenile Services and the judicial system.

Facilitates the transition of students through the student appeals process either into Alternative Programs or back to their home schools. Attends re-integration meetings or intake meetings for these students helping to facilitate a smooth transition for all stakeholders.

Liaises with agencies of County government, including the court, Juvenile Services, Child Welfare Services, Social Services and Health and Human Services, relevant divisions/offices and schools within MCPS, and non-profit/community organizations.

Oversees day-to-day operations of designated programs

Oversees assigned financial accounts, revenue and expenditures for programs, including all grant reporting and budget management

Maintains, monitors, analyzes, reports relevant data to enhance organizational effectiveness and student success.

Participates in collaborative meetings, prepares and presents programmatic information and updates, both orally and in writing and provides other assistance/supports as needed.

Serves as OSFSE¿s liaison at relevant internal and external meetings, including but not limited to: the Linkages Resource Team; Wellness Center Advisory Committees, Interagency Truancy Review Board as assigned and is the Chair of the Transition Team.

Researches opportunities and develops and/or recommends strategies to support the academic performance, as well as positive physical, social and psychological outcomes for students.

Creates new programmatic options for MCPS to engage with youth serving organizations.

Serves as a resource to youth serving programs and organizations in the community

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
