WORKING TITLE: Instructional Specialist, Division of Business, Fiscal and Information Systems Support Team GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Division of Business, Fiscal and Information Systems, consults with administrators, special education supervisors, and school-based staff members regarding the financial resource needs of schools in order to effectively program for students with disabilities. Works collaboratively with central services and school-based administrators, teachers, and parents to effectively design, implement, and monitor Extended School Year (ESY) Services. Provides professional development to ensure students with disabilities receive special education services in the least restrictive environment with the appropriate resources. Supports the organization, planning, and development of office meetings and presentations. Reviews the state performance plan and audit findings provided by Maryland State Department of Education. Collaborates with schools in the collection of enrollment, newly identified and service hour data. Serves on a variety of central services committees.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) and MCPS policies and procedures. Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); the Individuals with Disabilities Education Act (IDEA); the Americans with Disabilities Act; No Child Left Behind Act; other federal/state legislation that impacts students with disabilities; and Board Policy IOB¿Education of Students with Disabilities. Thorough knowledge of the continuum of MCPS services and the procedures for students with disabilities. Ability to use the Online Administrative Student Information System/Special Service, Microsoft Office, Excel and/or Access databases, and PowerPoint. Demonstrated ability to develop and maintain databases to plan for and monitor services for students with disabilities. Experience in developing and managing budgets. Experience planning and implementing professional development activities. Ability to manage multiple projects and responsibilities. Demonstrated excellent written, organizational, interpersonal and human relations skills. Ability to interpret informal and standardized assessment data and develop action plans. Understanding of MCPS organization, operations, goals, and priorities.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or equivalent in special education or related field; five years successful classroom experience; course work or experience in administration and supervision preferred. Demonstrated experience with data monitoring and analysis; developing and conducting professional development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Certification requirements for special education teacher or related field preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening presentations, Montgomery County Board of Education, and other school system meetings, may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Monitors/audits systemwide data relating to state performance indicators. Inputs and analyzes data and prepares reports from Excel and/or Access databases.

Determines trends and school system needs based on data reports. Develops and implements professional development based on system needs.

Consults with central services and school-based staff members to analyze student services data in order to develop the Extended School Year (ESY) budget, implement ESY services, and monitors the implementation of MCPS policies, procedures, and practices during ESY services.

Attends meetings and serves on committees as designated by the director.

Assists the department in implementing the office, department, and MCPS strategic plans.

Coordinates activities and serves as a liaison to department units, other central services, the community, and the Maryland State Department of Education.

Performs related work and other duties as required.
