SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, collaborates with team members, school staff, and stakeholders to develop English Language Development (ELD) online curriculum and professional development resources. Supports school-based staff and facilitates the collaborative interaction among staff, parents, and students to promote effective instructional practices and student achievement. Provides direct support to schools on a regular basis; assists with the monitoring and implementation of ELD programs, Pre-K-12; supports schools in the design and delivery of research-based instructional practices and ELD initiatives for Emergent Multilingual Learners (EMLs) students Pre-K-12; assists school personnel in assessment, data collection, and analysis of formal and informal data for use in monitoring the effectiveness of ELD programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS Pre- K-12 curriculum for all types of learners. Knowledge of Montgomery County Public Schools (MCPS) Strategic Plan goals, and state and national standards. Ability to use the Pre-K-12 ELD curricula to support teachers in the delivery of instruction for students enrolled in the ELD program. Ability to support the implementation of ELD initiatives, Pre-K-12. Knowledge of current research and trends in ELD education with special emphasis on curriculum and instruction. Knowledge of Universal Design for Learning, effective differentiation, equitable practices, and culturally relevant curriculum. Ability to use web and video technology to present information and encourage collaboration and effective instruction. Ability to successfully collaborate with staff, parents and students to reach instructional goals. Ability to analyze formal and informal assessment data to determine the instructional needs in a specified content. Excellent organizational, oral and written communication, and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree or equivalent from accredited college or university (pref. given to earned Master's with emphasis in ELD instruction and course work in curriculum development); certificate in Pre-K-12 ESOL/ELD instruction required; minimum 5 years successful classroom experience teaching middle and/or high school English learners, including using assessments to monitor student progress and plan instruction, and using technology to enhance instruction; experience in ESOL/ELD Pre-K-12 program in general educational settings required; knowledge of current research, theory, and best practices in curriculum development, assessment and instruction for English learners; experience developing Pre-K-12 ELD curriculum and assessments aligned with local and state learning standards; knowledge of multicultural teaching approaches and materials; ability to work collaboratively to edit curricular documents and assessments for Pre-12 EML students; experience teaching across disciplines and with diverse populations. Successful experience developing and supporting curriculum implementation. Successful experiences in developing, coordinating, and conducting online professional development and parent outreach activities. Applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements in ESOL/ELD
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work required to meet deadlines and collect user feedback.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans and conducts professional development linked to instructing secondary school EML students in collaboration with instructional specialists and other MCPS offices using best practices aligned to the professional learning standard. Participates in all committees and meetings to support secondary school initiatives for EML students. Edits pilot course proposals and reports for secondary school courses piloted by the Secondary ELD team in the Department of Secondary Curriculum and Districtwide Programs. Represents the needs of EML students on committees and work groups that investigate differentiation, appropriate intervention strategies, accommodations, and grading and reporting guidelines. .Develops curriculum resources and supports the implementation of the MCPS ELD curriculum, 6-12. Meets with ELDL teachers to analyze formal and informal data to facilitate appropriate instructional decisions for programming, scheduling, and instructional practices for secondary EML students. Provides support to schools for the effective implementation of an ELD program that is aligned to program accountability measures. Provides support to schools related to scheduling and effective instructional strategies for EMLs. Plans and facilitates sessions at countywide ELD teacher meetings for ELD teachers and teacher leaders. Collaborates with the ELD central office team, content teams, school staff, and parents to develop and support implementation of the online curriculum. Serves as a content expert on a content team developing and supporting effective use of curriculum, instruction, and professional development resources in an online learning community (OLC). Uses web and video technology to help support effective implementation of the specified content area in the OLC. Uses knowledge of Universal Design for Learning, effective differentiation, equitable practices, and culturally relevant curriculum to design and implement curriculum that is accessible and engaging for all learners. Works closely with school staff to support effective implementation of ELD and effective instructional practices and to collect feedback for OLC improvements. Supports and models effective development, evaluation, and rating of instructional and professional development resources by school-based staff users of the OLC. Analyzes, evaluates, and supports effective instruction. Provides consultative services to school-based staff to support student achievement of the MCPS curriculum. Makes on-site and web-based presentations to parents and staff. Reviews field appropriate literature and research studies and reports to support and disseminate instructional best practices in a specified content that develop content knowledge and skills, critical and creative thinking, and academic success. Evaluates findings and suggests modifications to improve existing programs, products, and services. Prepares draft communications, responses, and presentations, using web-based technology to facilitate timeliness and quality. Evaluates and selects instructional materials and textbooks. Understands and applies the six performance standards established for the MCPS Teacher Professional Growth System (TPGS).Performs related duties consistent with the scope and intent of the position.
