WORKING TITLE: Instructional Specialist, Higher Education Partnerships GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Department of Certification and Staffing coordinates the planning, implementation, and administration of the higher education partnership programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS policies and regulations and strategic plan in providing partnership opportunities in higher education for all staff as well as undergraduate and graduate interns; Thorough knowledge of current research and trends in higher education partnerships for K-12 schools and knowledge of instructional pedagogy and best practices in the delivery of instruction; Knowledge of training needs within MCPS for all employees and Professional Development Schools; Strong knowledge of the internal structure of higher education institutions; Ability to design and implement higher education programs that build the capacity of all MCPS personnel; Ability to work collaboratively with a variety of colleges and universities in marketing and sustaining partnership programs; Excellent writing, planning, organizational, management , and oral communication and human relations skills. Ability to work collaboratively with institutions of higher education and MCPS offices to assess the effectiveness of partnership programs; Ability to monitor system needs related to hiring as to develop partnerships in critical shortage areas; Ability to assist in the preparation of the annual operating budget request, keep abreast of new program developments in the field of higher education, review recent literature and research studies and report, evaluate findings and suggest changes or modifications to improve the existing program.; This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred . At least five years of successful classroom teaching experience. Experience in program planning, organization, coordination and working with multiple internal and external stakeholders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to carry and move materials and equipment to and from interest meetings and classroom sites.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work evenings and weekends to conduct interest meetings, advisory meetings, and attend job as well as interview fairs.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates the development, implementation, and monitoring of higher education partnerships and Professional Development Schools.

Plays an integral role in the development and deployment of the Supporting Services to Teacher Pathway Initiative.

Facilitates the assignments of undergraduate and graduate student interns.

Collaborates with multiple offices to initiate new programs, facilitate the growth of programs, recruit students, and structure recruitment opportunities for positions that relate to program of study.
Serves on advisory panels for MCPS higher education partnerships and Professional Development Schools.

Networks with appropriate MCPS personnel to determine training and hiring needs.

Serves as the MCPS liaison to MSDE for PDS locations.

Works with MCPS staff and higher education representatives to develop model programs.

Collects, analyzes and utilizes data needed to determine the effectiveness of higher education partnerships.

Collaborates with local government agencies, institutions of higher education and offices within MCPS to promote and develop programs for administrators, teachers and support staff in MCPS.

Develops processes and procedures for the successful implementation of the partnerships.

Serves as the liaison for MCPS to local higher education institutions and the Maryland State Department of Education.

Assists in the preparation of brochures, flyers, and website information for notification to MCPS staff and the local community.

Coordinates, schedules, and plans partnership interest meetings.

Responds to correspondence and questions regarding higher education partnership programs and PDS locations.

Performs related duties consistent with the scope and intent of the position.
