WORKING TITLE: Instructional Specialist, Interim Services/Home and Hospital Teaching (IIS/HHT) and Home Schooling GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, develops and implements an instructional program and delivery of services for IIS/HHT students in consultation with the Office of Curriculum and Instructional Programs, the Department of Special Education Services (DSES),the Office of the Chief Technology Office (OCTO), and the school teams. Consults with school teams about the needs of students. Implements professional development for IIS/HHT teachers in collaboration with other offices to ensure that students receive appropriate and personalized instructional services. Assists with the monitoring and facilitation of protocols for Home Schooling students and their families.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current research and trends in curriculum and instructional strategies for students in Kindergarten through Grade 12, including personalized learning and instructional technology. Ability to use Synergy, word processing, spreadsheet, database and assistive technologies. Understands the continuum of special education and related services. Knowledge of curriculum, intervention strategies, grading and reporting standards, and positive behavioral intervention strategies. Ability to interpret informal and standardized assessment data. Ability to work effectively with school-based administrators, counselors, teachers, and parents. Excellent organization, communication, and interpersonal skills. Demonstrated leadership skills. Ability to prepare written correspondence, documents, and reports. Excellent oral and written communication skills; positive human relations skills, organizational and problem-solving skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college of university with courses in instructional strategies and/or curriculum development.. Five successful years of experience as a classroom teacher. Extensive experience designing and delivering professional development. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. Completion of the following MCPS courses is preferred: Study of Skillful Teaching, Observing and Analyzing Teaching I. Understands MCPS policies, regulations, and guidance for IIS/HHT and Home Schooling services.
CERTIFICATE AND LICENSE REQUIREMENTS: APC in elementary education, secondary content areas and/or special education teacher required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) In-county travel required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Collaborates with school teams in providing guidance to teachers for the development of personalized learning plans.

Schedules and monitors instruction for students receiving IIS/HHT services.

Provides job-embedded professional development for IIS/HHT teachers. Consults with teachers and staff to monitor IIS/HHT instructional program delivery.

Schedules and facilitates initial and follow-up professional development for the implementation of instructional services and supports.

Maintains accurate student records and prepares special reports as required.

Works with appropriate offices to ensure facilitation of Home Schooling protocols.

Proactively problem solves issues related to special education and IIS/HHT.

Attends meetings and serves on committees/work groups.

Ensures compliance and effective program delivery.

Understands and applies principles of performance evaluation and professional growth standards for employees.
