WORKING TITLE: Instructional Specialist, Online Administrative Student Information System/Special Education (O/SS) GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of the Division of Business, Fiscal, and Information Systems, supports the Individuals with Disabilities Education Act (IDEA) and educational programs for students with disabilities provided in accordance with federal/state regulations. Major responsibilities include coordination and implementation of the Online Administrative Student Information System/Special Education (O/SS) the online Individualized Education Program (IEP) tool, liaison with the Office of the Chief Technology Officer (OCTO) for ongoing management of the online tool, and the primary contact for the Maryland Online IEP and the Maryland IEP Workgroup.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of current requirements and components of an IEP. Knowledge of MCPS computer network structure and policies, including Technology Modernization program. Ability to troubleshoot and test O/SS functionality, and to plan and implement comprehensive professional development for all special and general education staff. Ability to communicate the vision, goals, training plan, communication plan, budget, and operation of the online IEP tool to various stakeholder groups. Excellent interpersonal skills and ability to communicate effectively with stakeholders.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in special education or related field with a minimum of five years experience with students with disabilities. Demonstrated successful experience in providing professional development on components of an IEP, service implementation, and the use of technology. Demonstrated experience in collaborative project planning with OCTO and OSESS leadership. Experience working and maintaining Microsoft Active Directory Services and special education websites/resources. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland APC for special education or related field.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials and equipment to and from training sites on a regular basis.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extra hours and attend evening and weekend classes/programs as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans and conducts regular and frequent meetings with MSDE, OCTO, and OSESS to maintain O/SS.

Engages in personal development activities to maintain currency with industry-wide best practices.

Serves as primary contact with MSDE regarding annual changes to the IEP and participates on the IEP Workgroup.

Serves as the primary contact for the MD Online IEP for transfer requests.

Meets with all special education staff to provide updates and information regarding the components of the IEP.

Utilizes Active Directory Services to provide regular, system-wide email updates to all O/SS users regarding O/SS functionality.

Plan, implement, supervise, and administer a wide variety of activities to support the functions of O/SS.

Updates the MCPS Special Education website and pertinent resource pages on a regular basis.

Prepares and reviews budget, selects and plans for distribution of training materials and supplies, maintains necessary financial records, and prepares required reports.

Prepare child count extracts from O/SS.

Performs related work and other duties as required.
