Instructional Specialist, School Improvement Specialist

WORKING TITLE: Instructional Specialist, School Improvement Specialist GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, works with staff of the identified schools to develop, implement, and monitor comprehensive School Improvement Plans to ensure that MSDE requirements are evident. Coordinates the completion of the MSDE School Inventory and shares the results with the appropriate staff. Coordinates the identification and training of peer reviewers and guest principals. Organizes and facilitates peer review meetings. Coordinates and facilitates the Teacher Capacity Needs Assessment at identified schools to determine a schoolwide root cause process and plan for implementation. Assists school personnel in assessment, data collection, and analysis of formal and informal data for use in targeting and monitoring the effectiveness of academic interventions. Works closely with staff to organize monthly Achievement Steering Committee meetings. Works with the school leadership team on professional development for pre-service days and throughout the school year.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to work well with staff and students. Ability to build capacity of staff to analyze student achievement data for instructional decision making. Excellent organizational, oral and written communication and human relations skills. Knowledge of MSDE trends in education, with special emphasis on school improvement. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters from accredited college or university with course work in special education. Five years of successful experience teaching as a classroom teacher. Experience in planning and implementing professional development experiences for school-based staff and making presentations to supervisors. Experience as a member of a School Improvement planning team. Experience analyzing and interpreting data. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must meet Highly Qualified requirements for teacher; qualifications for administration certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening work to meet deadlines or to attend Board of Education, committee, PTSA, or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Continue comprehensive school improvement efforts in identified schools by providing training and individualized follow-up support(s) required.
Collaborates the planning and implementation of teacher-to-teacher ¿Walk Through¿ data collections.
Provides feedback related to strategy instruction. Meet with grade-level teachers and/or departments regarding student achievement and teaching strategies.
Assists principal and school staffs analyze pertinent data, root cause, and next steps for increasing student achievement.
Works closely with individual and small groups of teachers on the specific action items to plan, implement, and evaluate student achievement as it related to the school improvement plan.
Collaborates with the Office of School Performance, the Office of Curriculum and Instructional Programs, ESOL specialists, and other central office supports to provide schools in improvement with the resources and specific needs related to student achievement.
Assists local school personnel in utilizing formal and informal data to identify target students, plan intervention focus, and assist with the implementation.
Communicates and share best practices with principals and leadership team.
Performs related work and other duties as required.
