WORKING TITLE: Instructional Specialist, Student Services GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in the coordination and facilitation of the work of the Department of Students Services to support the integrated delivery of a coordinated student services program; facilitates communication and program development for student services; assists in coordination with Montgomery County Public Schools (MCPS) offices and community organizations, creates and revises regulations and school procedures. Responds to and resolves issues and questions; gathers information needed for administrative decision-making; prepares correspondence and reports; carries out directives to support units and functions under the director. Facilitates staff development at the system and or school levels.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) organization, policies and regulations and state laws and MSDE regulations pertaining to students services (e.g. collaborative problem solving, interventions, attendance/truancy, discipline issues and appeals, admissions, residency, home schooling, PBIS, Section 504). Demonstrated leadership ability and ability to prepare written correspondence, documents, and reports. Ability to exercise independent initiative to complete assignments. Ability to represent the director with other administrative staff. Outstanding facilitation, organizational and management skills. Excellent oral and written communication skills; knowledge of county agencies and community organizations; positive human relations skills, organizational problem solving skills; ability to monitor and analyze computer programs (e.g. word processing, databases). This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master¿s degree (or equivalent) from an accredited college or university with course work in at least one area of counseling, pupil personnel services, school psychology, human development, or school administration; at least 5 years of school based experiences; and training background which provides the knowledge, ability, and skills necessary to perform effectively. Demonstrated experience with analytical data analysis, budget preparation, and staffing; delivery of small and large scale projects. Experience with organizational communication, public relations, and community relations desirable
CERTIFICATE AND LICENSE REQUIREMENTS: Meets the appropriate Maryland State Department of Education certification requirements as a school counselor, pupil personnel worker, school psychologist, teacher, or administrator or supervisor. Valid drivers license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some evening and weekend meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1.Facilitates communication among DSS and other MCPS units, associations, school staffs and community agencies and organizations.
2.Responds to inquires regarding student services programs, budgets, staffing, grants, and data.
3.Assist in the preparation of the annual operating budget request and with financial monitoring of accounts.
4.Assist in the analysis of data and the creation of reports.
5.Participates in preparing correspondence, documents and regulations.
6.Works closely with director to develop and implement student services programs and procedures.
7.Assists the department in implementing Board of Education actions pertinent to the operation of the department.
8.Assists the department in implementing the system¿s strategic plan.
9.Plans and coordinates student services conferences, workshops and/or in-services.
10.Acts as a resource to MCPS staff for referral and interagency information.
11.Assists with the creation and updating of the DSS website.
12.Promotes a collaborative approach to linking the services of the Department of Student Services.
13.Assists in development and implementation of such school/community initiatives as Linkages to Learning and System Integration.
14.Attends meetings and serves on committees/workgroups as designated by director. Represents MCPS at meeting with county agencies, MSDE and community organizations.
15.Coordinates with unit directors, supervisors, and coordinators, and other staff to ensure effective program delivery.
16.Monitors the work of office staff.
17.Monitors and analyzes pertinent databases for trends effecting Success for Every Student.
18.Performs related work and other duties as required.
