WORKING TITLE: Instructional Specialist, Alternative Programs GRADE: BD MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Supervisor, Alternative Programs, uses knowledge of Montgomery County Public Schools (MCPS) programs, polices and procedures, alternative education programming, and evidenced-based/researched based instructional strategies and interventions for disengaged learners to assist in the planning and implementing of comprehensive alternative programs to meet the intense needs of students. Applies knowledge from current research in the areas of alternative education, truancy, drop-out prevention, response to intervention/problem solving, substance abuse, and behavioral interventions. Is very familiar with school system and community resources. Works collaboratively and cooperatively with administrators, counselors and teachers, and all other MCPS staff. Serves as testing coordinator. Develops budget for each program and facilitates obtaining instructional materials as needed. Oversees grant applications and expenditures. Works with site coordinators to monitor special education and 504 procedures. Chairs IEP and 504 meetings. Responds to and resolves issues and questions; gathers information needed for administrative decision-making; prepares correspondence and reports; carries out directives to support alternative programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) organization, policies and regulations and state laws and MSDE regulations pertaining to student services (e.g. collaborative problem solving, interventions, attendance/truancy, discipline issues and appeals, admissions, residency, crisis support, special education, PBIS, Section 504). Demonstrated leadership ability and ability to prepare written correspondence, documents, and reports. Ability to exercise independent initiative to complete assignments. Outstanding facilitation, organizational and management skills. Excellent oral and written communication skills and human relations skills. Knowledge of county agencies, community organizations, and local services and resources. Highly developed organizational problem-solving skills. Ability to monitor and analyze data reported through computer programs (e.g. word processing, databases). Ability to represent the supervisor with other administrative staff. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree (or equivalent) from an accredited college or university with course work in at least one of the following areas: counseling, pupil personnel services, school psychology, human development, drop out preventions/interventions, or discouraged/disengaged learners. At least 5 years successful experience as a classroom teacher or school-based resource staff member at the secondary level; and training background which provides the knowledge, ability, and skills necessary to perform effectively. Demonstrated experience with analytical data analysis, budget preparation, and staffing; delivery of small and large scale projects. Ability to present before small and large groups. Experience with communications, public relations, and community relations desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets the appropriate Maryland State Department of Education certification requirements as a school counselor, pupil personnel worker, school psychologist, teacher, or administrator or supervisor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists in implementing Board of Education actions pertinent to the operation of alternative programs.
Assists alternative programs in implementing the system¿s strategic plan.
Facilitates communication among alternative programs and other MCPS units, associations, school staffs and community agencies and organizations.
Responds to inquiries regarding alternative programs, budgets, staffing, grants, and data.
Assists in the preparation of the annual operating budget request and with financial monitoring of accounts.
Assists in the analysis of data and the creation of reports.
Participates in preparing correspondence and documents.
Works closely with supervisor to develop and implement services and procedures for alternative programs.
Plans and coordinates in-services for alternative program staff.
Acts as a resource to alternative program staff for referral and interagency information.
Attends meetings and serves on committees/workgroups as designated by supervisor.
Represents alternative programs at meetings with county agencies, MSDE and community organizations.
Coordinates with site coordinators and other staff to ensure effective program delivery.
Supports site coordinators, teachers, paraeducators, and students.
Assists with collaborative problem-solving process at all levels.
Assists with the development of improvement plans for alternative programs and for individual program sites.
Monitors the work of office staff.
Performs related work and other duties as required.
