SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides a wide variety of supports to meet the needs of the department and individual schools related to system goals for the effective use of interactive instructional technologies; assists in developing and leading professional development that fosters the development of knowledge and skills in the integration of instructional technologies and rigorous instructional practices across multiple content areas. Supports the implementation of data platforms to drive assessment administration, data and item analysis, student learning and school improvement. Supports the department and teachers in the use of interactive, inquiry-based lessons that facilitate the purposeful use of technology and incorporate digital content resources; supports the creation and development of multi-modal, universally designed, community-centered classrooms that provide access, opportunity, and support for a diverse range of learners; and supports implementation of various technological tools to improve instruction and instructional management. Collaborates with team members, school staff, and stakeholders to develop online instructional and professional development resources. Provides direct support to schools on a regular basis.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge and understanding of highly effective instruction; knowledge, application, and modeling of the latest research, best practices and system-wide data in order to provide support for the development of high-quality curriculum, assessments, and instructional innovations and practices that incorporate the powerful uses of innovative technologies. Considerable knowledge of the educational uses of data to improve student achievement. Knowledge of how schools use data and information for professional development and staff support; Skilled in interpreting student achievement data using technology systems. Ability to integrate information technology into content area. .Ability to work effectively with classroom teachers, principals, and parent organizations. Highly skilled in using technology to improve instruction, better meet the needs of all learners, and foster student participation and engagement; Excellent human relations skills; strong written and oral communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or Masters Equivalent (MEQ) from an accredited college or university with courses in curriculum and instruction, instructional technology, assessment/evaluation, administration and supervision, and/or professional development. Minimum of five years outstanding teacher level experience using technology to improve instruction to better meet the needs of all learners, and foster student participation and engagement. Experience in school-based instructional leadership desirable. Demonstrated excellence in use of instructional technology and use of data tools to drive instruction.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements in the specified content area.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work required to meet deadlines and collect user feedback.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists instructional staff in building a repertoire of strategies that send messages of high expectations for all students through the use of innovative technologies that improve instruction, better meet the needs of all learners, and foster student participation and engagement.

Provides and supports customized professional learning on using interactive classroom technologies to facilitate school improvement, monitor instruction, and facilitate communication.

Advocates for students with special needs to ensure that the instructional program meets their needs, specifically through the integration of innovative technologies.

Provides expertise in the meaningful and productive uses of technology for instruction and monitoring student performance.

Analyzes data and generates reports for instructional improvements.

Provides support for implementation of online instructional, intervention, and data tools.

Collaborates with the content teams, school staff, and parents to develop and support implementation of technological resources.

Develops online curricular resources for accessibility by parents and community stakeholders.

Serves as a subject matter expert on developing and supporting effective use of curriculum, instruction, and professional development resources through instructional technology.

Uses knowledge of Universal Design for Learning, effective differentiation, equitable practices, and culturally relevant curriculum to design and implement curriculum that is accessible and engaging for all learners.

Works closely with school staff to support effective implementation of the specified content area and effective instructional practices and to collect feedback for improvements.

Supports and models effective development, evaluation, and rating of instructional and professional development resources by school-based staff users of the Online Learning Community.

Analyzes, evaluates, and supports effective instruction.

Provides consultative services to school-based staff to support student achievement of the MCPS curriculum in a specified content.

Prepares draft communications, responses, and presentations, using Web-based technology to facilitate timeliness and quality.

Evaluates and selects instructional materials and textbooks.

Performs related duties consistent with the scope and intent of the position.
