SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, implements the Head Start Family and Community Partnership Performance Standard (1304.40). Supervises and provides leadership to a team of Head Start family service workers. Monitors the Family Partnership Agreement process to ensure implementation of appropriate interventions in support of family goals. Supervises the recruitment and registration efforts of FSW teams. Reviews family service workers' work schedules. Serves as a team member on an interdisciplinary team of professionals; participates in and facilitates case conferences to promote service integration. Promotes community agency partnerships that assist families in achieving self-sufficiency. Applies a culturally competent and flexible approach when working with parents and staff of different cultures. Makes decisions and acts based on family support principles and code of ethics.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of the Federal Head Start Performance Standards, MCPS early childhood programs, low-income and culturally diverse populations. Knowledge of the principles and methods of social work and their application in providing preventive and rehabilitative services. Ability to provide leadership to a diverse social service staff. Ability to carry out the goals and objectives of the program. Ability to work collaboratively and effectively with MCPS, community agencies, staff and parents. Effective supervisory and team leadership skills. Excellent written and oral communication and computer skills, good human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in social work or related field from an accredited college or university. Considerable experience in coordination, supervision, and program implementation.
CERTIFICATE AND LICENSE REQUIREMENTS: A valid license issued by the Maryland State Board of Social Work Examiners.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists the Family and Community Partnership supervisor in implementing the Family and Community Partnership Service Plan.

Supervises and provides leadership for a team of Head Start family service workers tomonitor outreach, recruitment and enrollment.

Monitors implementation of the Family Partnership Agreement process, a collaborativePartnership process with parents, staff, and the community to identify family strengths andNeeds, and supports families in pursuit of their goals.

Establishes and maintains collaborative relationships with community agencies to encourage cooperation and sharing of information, and to increase the level of available services to children and families.

Provides a wide variety of support services such as counseling, support groups, crisis intervention, mental health, substance abuse and child abuse prevention, domestic violence, employment, literacy, child care, job training, etc.; and coordinates and monitors the appropriateness of support services provided by the team of family service workers.

Serves as a team member on an interdisciplinary team of Head Start professionals.

Applies knowledge of health, mental health, disabilities, and child development in order to ensure that children and families receive the full range of services they need.

Follows up on referrals from the classroom, and provides social work intervention in support of children and families.

Works with parents and staff from diverse cultures, and applies a culturally competent and flexible approach.

Researches and keeps up-to-date on program and community resources and identifies gaps in services.

Assists with staff training and professional development.

Performs record-keeping and internal and external reporting tasks in a timely and objective fashion.

Maintains professional boundaries, code of ethics, and confidentiality.

Performs related duties consistent with the scope and intent of the position.
