SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the school principal and the director of the Division of Title I and Early Childhood Programs and Services, plans and provides for strengthening and extending the school system¿s existing priority on the development and implementation of rigorous and challenging instruction. Primary talent development coaches promote early and consistent support to students who demonstrate the potential; monitor and evaluate student outcomes; communicate and interact with students, parents, staff, and community; develop, select, and modify instructional plans and materials to meet the needs of all students; maintain appropriate records and follow required procedures and practices; and monitor appropriate use and care of equipment, materials, and facilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS curriculum, techniques for integrating curriculum, Board of Education policies, gifted education and/or primary talent development, and effective instructional practices. Understanding of the teaching/learning process. Ability to provide instruction that reflects multiple perspectives and multicultural education. Ability to infuse technology into curriculum. Ability to work effectively with administrators, colleagues, central office and school-based staff, students, parents, and community. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in applicable field of education from an accredited college or university.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements in appropriate field of education.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Required to attend school meetings, programs, and activities outside the instructional day as mandated by the MCEA agreement.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans a program of study that, as much as possible, meets the needs, interests, and abilities of individuals to ensure Success for Every Student using Primary Talent Development lessons and modules.
On a regular and consistent basis, meets and instructs assigned primary classes in the locations and at the times designated.

Creates a classroom environment that provides for student involvement in the learning process and enables each student to achieve learning objectives.

Provides an instructional program to meet the needs of all students in order to cultivate potential.

Provides professional development to primary grade-level teams and support staff in nurturing potential and accessing enrichment opportunities within the MCPS curriculum for all students.
Prepares for classes assigned and shows written evidence of preparation upon request of immediate superior.

Guides the learning process toward the achievement of curriculum goals and, in harmony with the goals, establishes clear objectives for all lessons, units, projects, and the like to communicate these objectives to students.

Establishes learning objectives consistent with appraisal of student needs, requirements of MCPS curriculum framework, and knowledge of human growth and development.

Plans for and utilizes instructional methods, resources, and evaluation techniques which motivate and coach teachers in enabling each student to achieve learning objectives.

Coaches teachers and support staff on the use of assessment data. Provides input when necessary to students¿ instructional program.

Takes all necessary and safety precautions to protect students, equipment, materials, and facilities.

Maintains accurate and complete records as required by law, Board of Education policy, and MCPS administrative regulations.

Assists the administration in implementing all policies and rules governing student life and conduct and, for the classroom, develops reasonable rules of classroom behavior and procedure and maintains order in the classroom in a fair and just manner.

Makes provision for being available to students and parents for education-related purposes outside the instructional day when required or requested to do so under reasonable terms.

Establishes relationships with colleagues, students, parents, and community which reflect recognition of and respect for every individual.

Appraises his/her own effectiveness and demonstrates successful application of skills and information acquired to increase effectiveness. Strives to maintain and improve professional competence.

Participates in school management and shares responsibility for the total school program.

Attends staff meetings and serves on staff committees as required.

Performs related duties consistent with the scope and intent of the position.
