SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, Department of Special Education Services (DSES), the itinerant resource teacher provides instructional and behavioral supports to staff members providing service to students with mild to moderate and significant intellectual disabilities. Facilitates collaboration among members of school-based teams in order to support instruction for students with intellectual disabilities. Develops professional learning activities designed to improve student behavior and academic achievement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Montgomery County Public Schools (MCPS) curriculum, modifications for students accessing Alternate Learning Outcomes (ALOs), community-based instruction, and MCPS special education programs. Thorough knowledge of Individualized Education Program (IEP), learning and behavior theory, differentiated instruction, co-teaching models, best practices for paraeducators, data collection, assessment, Individuals with Disabilities Act (IDEA 2004), and policies and procedures related to special education at the local, state, and federal levels. Successful experience in the development and implementation of professional learning activities for school-based staff members, and teaching adult learners. Ability to assist teams with the Functional Behavioral Assessment and Behavior Intervention Plan development process. Ability to provide instructional support and assist in the development of instructional plans in the Least Restrictive Environment (LRE). Ability to work well with students with disabilities, teachers, administrators, and parents/guardians of students with disabilities. Ability to appropriately adapt instructional programs and materials and collect instructional data for the decision making process. Knowledge of the MCPS professional growth system. Excellent oral, written, and organizational skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or master¿s equivalency in special education from an accredited college or university. Certification in a content area is desirable. At least five years of successful classroom experience as a special education teacher of students with intellectual disabilities. Must be fluent in learning theory, differentiated instruction, behavior theory and management, child development, applied behavior analysis, non-violent crisis interventions, and assessment. Experience in planning and conducting professional learning activities for adult learners. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for an Advanced Professional Certificate (APC) in special education. Certification in applied behavior analysis and programming preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Some night meetings for parents/guardians required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Collaborates with special education staff members and supervisors of special education to provide consultative support to teachers of students with mild to moderate and significant intellectual disabilities with a focus on service models including Extensions, Learning For Independence, Autism, and School Community-based services.

Provides instructional and behavioral support to special education teachers.

Collects data on student performance and administers and interprets formal, informal, and classroom-based assessments for students with intellectual disabilities in order to assist in instructional decisions designed to improve student achievement in the LRE.

Assists with the selection and adaptation of materials to assist students with intellectual disabilities to access ALOs aligned with Curriculum 2.0 and other curriculum models.

Participates in the development and implementation of professional learning activities designed to advance teacher knowledge in the areas of instruction, best practices, behavior theory and management, and other information as may be necessary for effective classroom instruction and programming for students with disabilities.

Leads or participates in designated MCPS, Office of Special Education, or DSES projects.

Performs related duties consistent with the scope and intent of the position.
