SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction is responsible for screening admission and placement of incoming international and foreign students in MCPS Reviews the intake documentation including interpretation of foreign documents Knowledge of the various type of eligible Visa s Ability to make decisions about the school eligibility of international students and students with more complex residency issues Ability to recommend appropriate grade placement based on the analysis of the students foreign school records prepares a student s folder with copies of all required documentation and a detailed intake form to facilitate the admission of the student in the receiving school responds to questions from school staff parents and the general public about the admission of international and foreign students Enters intake information in RIA database using OASIS software and prints copies of RIA Intake and Referral Form for the parents and the various agencies involved in the intake process Minimizes cultural and linguistics barriers by assisting monolingual parents in their native language Provides parents with specific information about the necessary steps to complete the intake process until their children are enrolled in the receiving school Evaluates foreign school records as required
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledgeable of MCPS programs and available community resources to maximize the foreign student's smooth transition to MCPS. Working knowledge of current legislation and MCPS rules and regulations governing the admission and placement of foreign students. Working knowledge of different school systems in the world. Ability to analyze foreign school documents and apply the MAFSA scales for evaluation of foreign school records for appropriate grade placement. Working knowledge of the U.S. student visa policies and procedures for the 3 types of student issued visas. Ability to communicative effectively and consult with embassy personnel and foreign nationals. Working knowledge of MCPS system and programs including graduation requirements and credit system at the high school level. Ability to analyze and interpret incoming international students' school records, adoption papers, birth certificates, foreign passports, etc for placement in MCPS. Fluency in a foreign language. Working knowledge of OASIS and MS Office suite of products (MS Word, Excel, Outlook, etc). Must be accurate and detail oriented. Ability to work cooperatively with culturally diverse populations that have different educational, professional backgrounds. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor degree required. Training and course work in education, psychology, computer systems, multicultural educations, etc. Experience reviewing immigration laws and various types of visas, and federal, state and local regulations affecting the admission of international and foreign students in the United States. Experience with school and community activities and programs. Experience with different ethnic groups. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Bicultural life experience desirable.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Designated positions may require sustained operation of keyboard devices
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Restrictive use of leave of absence during summer and winter peak enrollment periods. Needs to work evenings and weekends during peak enrollment periods. Attainment of required scores on the MPS Typing Test may be required of designated positions.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Interviews International families of incoming immigrant students as well as those with more complex residency issues to determine school eligibility.

Reviews and interprets foreign documentation related to the admission of students in schools.

Evaluates foreign school records/transcripts in order to ensure students receive credits for school work completed abroad and to ensure proper school and grade placement in MCPS.

Refers students to appropriate services during the intake process and other services available in the community.

Collaborates with Early Childhood and Head Start Program and the Consortia Office when making student grade placement recommendations.

Refers foreign students to MCPS health services center, ESOL testing center, ESOL parent services, METS, or Consortia Office as needed. Refers non-eligible students to other educational options including Adult education, Montgomery college, GED programs, etc.

Provides parents with information related to grade placement, school assignment, MCPS school programs, and completion of the intake process-Verifies parent's and student's identity, relationship, and parent's county residency documentation.

Enters intake information in OASIS data base.

Refers parents to ethnic groups, community organizations and government agencies that provide services to immigrant families.

Provides the intake information to the receiving schools including interpretation and review of documents printed in foreign languages, to facilitate school enrollment.

Identify students requiring ESOL assistance.

Maintains close contact with local school staff to ensure completion of student's enrollment in an MCPS school.

Performs other related work, as required.
