WORKING TITLE: Personnel Assistant IV GRADE: 15 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, performs and leads personnel technician work in the processing of personnel transactions and providing personnel services. The work of the class involves responsibility for ensuring the proper completion of a processing activity and may serve as a team leader. Workers process personnel transactions applying applicable rules and regulations to ensure actions are proper, follow up or direct the follow up of problems and errors, explain procedures to operating staffs and employees, and lead and train others in the work.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of personnel processing procedures and applicable rules and regulations. Working knowledge of business English and spelling. Working knowledge of modern office practices, procedures and equipment is essential. Ability to understand large and complex database mainframe systems. Ability to lead and train others in the work. Ability to perform a wide range of standard office clerical tasks quickly and efficiently. Ability to maintain complex records and to prepare reports from such records. Ability to make decisions based upon experience, good judgment, and established departmental policies, procedures, and regulations. Ability to operate word processing equipment with proficiency and good skill in the efficient operation of a typewriter may be required for some positions. Good oral and written communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Minimum two years in progressively responsible data input and general office activity, experience reviewing/validating employee personnel credentials, assignments, etc. and related personnell work, including some experience with Montgomery County Public Schools. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) (Special requirements such as moving heavy objects and frequent climbing.) Positions require sustained operation of keyboard devices.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attainment of a required score on the MCPS Typing Test may be required of designated positions. Ability to work overtime as required. Annual leave limited during the summer season.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Leads the applications processing team in processing applications:

2. Ensures correct entry into computerized recording system; checks status of applications; sets up and maintains applicant files.

3. Serves as technical resource on transactions processing and trains workers in new or changed procedures.

4. Serves as a resource person in developing modules for large and complex database systems.

5. Must demonstrate organizational skills required to coordinate massive system wide programs such as the Extra- Curricular Activities Program.

6. Receives initial allocations and sets up allocation grid; computes positions and job classes for schools based on school enrollment.

7. Resolves discrepancies by calling schools and area offices to ascertain the reasons for over staffed situations; determines causes and makes adjustments as appropriate.

8. Explains allocation procedures to others; works with other administrative staff units to maintain accurate allocation records; advises staffing specialists on and placement hiring procedures.

9. Coordinates, updates and maintains lists of involuntary transfers; advises schools of status of individuals on involuntary lists.

10. Reviews personnel transactions related to allocations for accuracy.

11. Researches allocation changes and status in response to inquiries and union grievances.

12. Processes transactions for long term leave status that are still being paid.

13. Creates vacancy lists.

14. Assigns budget numbers for positions created.
