Position Management Assistant

WORKING TITLE: Position Management Assistant GRADE: 17 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, performs and leads personnel administrative work in the researching, analyzing, and processing of personnel transactions for MCEA certificated and non-certificated and supporting services positions. . Maintains position control by ensuring that the number and type of paid positions does not exceed the number of authorized positions and that employees are assigned to the proper positions/locations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of staffing processing procedures and applicable rules and regulations of fiscal implications, transfers, and promotions in central office and schools. Working knowledge of school organizational communications. Ability to work effectively and collaboratively with diverse school staff and leadership, the community, government agencies, local service organizations, and other diverse groups. Knowledge of practice, theory and research on staffing processes, organizational change, and position change management. Excellent interpersonal, human relations, oral and written communication skills required. Ability to lead and train others in the work. Ability to maintain complex records and to prepare reports from such records. Ability to make decisions based upon experience, good judgment, and established departmental policies, procedures, and regulations. Ability to multi-task, assess project priority and move projects based on changing requests.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from high school and experience in performing personnel staffing processing work. Associates degree preferred. A minimum of 3 years experience working in a human resource environment in a central office setting. Experience using human resource tracking software for staffing. Training and experience in office computing software applications, data base oriented staffing management system, such as Human Resources Online (HRO). Proficiency with Oracle Discoverer in order to manipulate conditions in the report based on the requested parameters. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position requires sustained operation of computers.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Annual leave limited during the summer season.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Ensures schools and offices are staffed in accordance with authorized staffing allocations.

Collaborates and works directly with the Budget Office and ERSC to ensure positions are aligned and in the correct location.

Consults with accountants, fiscal specialists, fiscal assistants, and OCOO representatives to review staffing changes.

Builds new positions in HRIS.

Maintains accurate records and documentation for employee assignments and salary placement.

Participates in all business systems upgrade projects providing test scenarios and validating updates to position management systems to ensure the systems continue to operate accurately.

Responsible for running current MA-272 reports.

Collaborates with school and, central office staff, ERSC, and the Budget Office to determine vacancies, negative variances and/or to clear up other issues.

Consults with schools, Budget Office, and ERSC offices to obtain or clarify information needed to address issues related to staffing allocations and salary placement.

Creates Position Change Forms for the Budget Office to process the budget/authorized FTE for a position.

Collaborates with Human Resource staff to manage and track all approved employee hires, transfers, and dismissals for all teacher and supporting services positions.

Serves as technical resource on transactions processing and trains workers in new or changed procedures.

Runs Oracle reports for Central Office staff as well as HR staffers to assist in proper placement of staff.

Collaborates with hiring managers and supervisors to resolve allocation discrepancies.

Explains allocation procedures to others; works with other administrative staff units to maintain accurate allocation records; advises staffing coordinators/specialists on and placement hiring procedures based on the availability of allocations.

Reviews/prepares for all types of personnel transactions.

Researches allocation changes and status in response to inquiries and union grievances.

Teaches and supports educational workshops to strengthen knowledge of position management requirements for administrators and support staff.

Determines and makes position management judgments as appropriate.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
