WORKING TITLE: Fiscal Logistics Assistant, OHRD GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs fiscal management duties related to allocation of staff, position control, budget preparation, and account management. Responsible for procurement and supply management, preparing budget, fiscal and staffing/position reports that are accurate and on time, planning and coordination of all business management functions of the office.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools. Strong skills in purchasing & procurement procedures, budget preparation and financial accountability. Ability to develop and maintain a variety of financial and fiscal records and to prepare reports in a clear and concise manner. Ability to exercise independent initiative to perform both original and recurring assignments. Must be able to make decisions in accordance with established procedures and practices, and exercise judgment in the absence of clear directives. Requires excellent oral, written and human relations skills, analyze and prepare recommendations on a variety of activities; prepare written reports and recommendations. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters preferred. Course work in accounting, finance or business administration with substantial course work in accounting, finance or related field plus two years of progressively more responsible experience in fiscal or budget management.. Experience in analytical and interpretive accounting or auditing work. Advanced computer skills in Microsoft Excel (spreadsheet), Oracle databases, and Financial Management System (FMS). Intermediate computer skills in Word, Outlook, PowerPoint, Visio (charting software), and Maximo (or similar). Basic skills in File Maker Pro or similar database software.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and unusual hours as required by budget activities and needs.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Prepares operating budgets for an office; and coordinates the preparation of budgets for department, divisions, programs, and services within the office.

2. Meets regularly with the Associate Superintendent, the Assistant to the Associate Superintendent, Directors and Supervisors in the office of Human Resources & Development to prepare budgets, financial reports and advise them of critical financial information.

3. Assists in the allocation of resources for the office, including staff and funds for contracting, materials, staff development, and furniture/equipment.

4. In cooperation with the department of procurement and the office of Human Resources & Development, assures the timely and accurate processing of purchase orders and position control documents.

5. Takes primary responsibility for timely and accurate preparation of proposals and reports for all state, federal grants. Department of Education, and other funding entities, as needed.

6. Engages in personal development activities to maintain currency with industry-wide best practices.

7. Performs related duties as required.
